CONTRACTOR shall call the Community Development Department Engineering and `
Transportation Division at(650)780-7380 to notify of the situation. i
Lighting and camera quality shall be suitable to allow a clear n-focus picture for a minimum ;
of sa lineal feet of the entire nside periphery of the sewer pipe. To ensure peak"picture
qualy throughout all conditions encountered during the survey, a variable intensity control
of the camera lights and remote control adjustments for focus and iis shall be located at the ',
monitoring station. Focal distance shall be adjustable through a range of from soc inches to i
nfinity. Continuously displayed on the monitors as part ;
of the video presentation and digital database inage capture system shall be the date of `
the survey, umber designation of the upstream and downstream manholes of the
section being surveyed, and a continuous forvvard and reverse read-out of the camera .
distance from the manhole of reference.
At the beginning of each manhole the footage counter shall be set at zero to accurately '
document the distance within the sewer line. '
A primary goal of this nspection program is to accurately detemine the quantity and '
location of the building laterals or side sewers and the existing pipe conditions that appear
unusual or uncommon to a good sound sewer. The operating technician shail provide a
verbal description and have cantrol of the movement of the television camera at all times.
This may be accomplished by means of remote control winches or by telephone or other ;
suitable means of communication between the winches at either end of the manhole
section being sunreyed. The travel speed of the camera shall be uniform and shall not
exceed 30 feet per minute or as would result n video that couid be comfortably viewed.
Any means of propelling the camera through the sewer that would exceed this rate of
speed or produce on-uniform or jerky movements will not be acceptable. The operating
technician shall at ali times be able to move the camera through the ine n either direction
without bss of qualy n the video presentation on the monRor. The picture at all times
shall be free of electrical interference and provide a clear, stable inage of the :
resolutions specified.
Zf during the hspection operation the television camera cannot pass through the entire
sewer section due to an obstruction other than roots or grease, CONTRACTOR shall set
up his equipment so that the inspection can be performed from the opposite manhole
(reverse run). If, again, the camera fails to pass through the entire pipeline section, the
nspection shali be considered complete and no additional inspection work will be
required. The CONTRACTOR will be paid only the amount of lineal footage that was
nspected.
PACP pipe ratings shall be included for each pipe segment nspected. All videos shall be
of good qualy MPEG-4 format and shall clealy show the above stated conditions.
The date, identification of sewer section by upstream and downsteam manhole
locations,and footage shall be displayed on the video data view at all times.
The hspection will be recorded digitally to an extemal hard drive and shall become
property of the Cy. At the beginning of each inspection,the information of the inspection
shall be displayed'n the following PACP format:
A. Surveyed By
B. Street
C. Locations Code
D.
