<br />I I I I . <br /> <br />3) Hear public comment; <br />'----' Mayor Hartnett called upon the appellant. <br /> David Wilson, Wilson Development, applicant and appellant, introduced the owners <br /> of the property, Emanuel and Doris Borg, 1424 Valota Road, and Mary Carlson, 1436 <br /> Valota Road, Redwood City. Mr. Wilson said the staff and Council had been very <br /> polite and open minded throughout this process. He described the intentions of the <br /> owners to build nine single, detached, two-story family homes on their combined <br /> properties, to provide owner occupied housing with a Homeowners Association and <br /> improved aesthetic quality. Mr. Wilson described the neighborhood meeting he and <br /> the owners sponsored to discuss the proposed development. He described the <br /> mitigation measures taken to lessen the impacts on the neighbors in terms of privacy <br /> including eliminating windows that overlooked homes on Valota, increased <br /> landscaping, and described the distances between the neighbor's houses and their lot <br /> lines. <br /> Mr. Wilson told the Council he and the owners were eager to work with staff and <br /> more than willing to make suggested changes; however, they could not build fewer <br /> than nine homes, could not eliminate the second story, nor reduce the size (1600- <br /> 1700+) of the homes. Mr. Wilson distributed a document showing a redesign of the <br /> site with a curved inner street, more landscaping and greater architectural features. <br />'----' Mayor Hartnett asked if the property owners wished to speak and they declined. <br /> Mayor Hartnett then called upon those in the audience who had submitted speaker's <br /> cards. <br /> Paul Wieseman, 1900 Goodwin Avenue, thanked Councilwoman La Berge for <br /> visiting the subject property and with the neighbors on Sunday, March 24, 1996. Mr. <br /> Wieseman voiced his opposition to the project stating the twenty feet tall, 2-story <br /> homes would overwhelm their neighbors, and Unit No.5 loomed over his house and <br /> took away his privacy. He showed pictures of the subject property and his, and other <br /> homes in the neighborhood. Mr. Wieseman said the project was overdeveloped, there <br /> were discrepancies in the developer's blueprints, the homes would be too close to the <br /> creek and he worried about its structural integrity, and the project was out of character <br /> with the surrounding one story homes. He advised he did not receive notification of <br /> the developers neighborhood meeting to discuss the project. He invited all the Council <br /> Members to come to this property and see how his property would be impacted by the <br /> project.
