No less than 75% of historic exterior walls shall be retained. <br /> The portion of the historic Fox Theater exterior walls that are proposed for demolition constitutes <br /> considerably less than 25% of the total. <br /> c. There shall be no additions to this structure. <br /> The proposed main design is in agreement with this standard. The loading dock is a utilitarian <br /> feature that is proposed to be attached directly to the theater, but it is doubtful that it could be <br /> considered a building addition. Instead, it serves an exterior landscaping /service purpose that is <br /> of direct benefit to the continued theater use. <br /> 2. Guidelines <br /> a. Alterations to non - historic storefront elements within historic facades should be done in a <br /> manner that is stylistically compatible with the historic facade, and new signage on historic <br /> facades should be compatible with the architecture of the historic facade in terms of colors, <br /> materials, size, placement, and style. <br /> This guideline is not applicable to the proposed Dressing -room Wing Rehabilitation project. <br /> CEQA ANALYSIS AND MITIGATIONS <br /> In Redwood City, under Section 2.1.4, additional impact mitigation measures for historic resources can <br /> be required, and the project must comply, if (Planning and Housing Division) staff makes a preliminary <br /> determination that the project may have a potentially significant adverse effect on the historic resource. <br /> Analysis: It is our professional opinion, that staff can make a determination that the project will <br /> not have an adverse effect on a historic resource, as the paired projects meet the Secretary of <br /> the Interior's Standards as well as the City's DTPP standards and regulations for rehabilitation <br /> and adjacent new construction. <br /> Planning and Housing Division staff can make a determination however, that the project may have an <br /> adverse effect on the historic resource(s). <br /> A project with an effect that may cause substantial adverse change in the significance of an historical <br /> resource is a project that may have a significant effect on the environment under the California <br /> Environmental Quality Act (CEQA). An "Historical Resource" includes those listed in or determined to be <br /> eligible by the State Historical Resources Commission, a resource included in a local register that meets <br /> the requirements for listing in the California Register, and any object, building structure, site, area, <br /> place, record, or manuscript which an agency such as Redwood City determines to be historically <br /> significant or significant in the architectural, engineering, scientific, economic, agricultural, education, <br /> social, political, military, or cultural annals of California, provided that the determination is supported by <br /> substantial evidence in light of the whole record. Generally, Redwood City is required to consider <br /> historical significance if a resource meets the criteria for listing on the California Register, which the Fox <br /> Theater and the two Fox Theater Wings do. <br /> ARCHIVES & ARCHITECTURE <br />
