8.A. - Page 212 ?nt, Redwood City 29 1 <br /> If staff makes a preliminary determination the project may have an adverse effect on this resource, then <br /> six possible mitigation measures are available under Book II, Section 2.1.4 B) (1), "as applicable and to <br /> the extent feasible." Following are the six standards, with analysis or recommendations following each <br /> standard: <br /> a. If feasible, the applicant shall comply with measure 2.1.4(A) (1) (a). (This section <br /> refers to application of the Secretary of Interior's Standards for the Treatment of <br /> Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and <br /> Reconstructing Historic Buildings,; or Secretary of Interior's Standards for <br /> Rehabilitation and Guidelines for Rehabilitating Historic Buildings). <br /> Analysis: This is not truly a mitigation measure, as there is, by definition, no impact on an <br /> historic resource once the alterations meet the Standards. It is understood that the intent <br /> of this measure is for a project to be redesigned to meet the Standards if the initial <br /> submittal does not meet them. The dressing -room wing rehabilitation project meets the <br /> Standards per the analysis in this report, so this mitigation measure is not required. <br /> b. If measure (a) is not feasible, and if relocation of the historic resources is a feasible <br /> alternative to demolition, the historic resource shall be moved to a new location <br /> compatible with the original character and use of the historical resource, and its <br /> historic features and compatibility in orientation, setting, and general environment <br /> shall be retained, such that the resource retains its eligibility for listing on the <br /> California Register. <br /> Analysis: The dressing -room wing is under consideration because it is an integral <br /> component of the Fox Theater. Relocation of a part of a historic building would not be <br /> feasible or appropriate. The building segment would not meet any eligibility requirements <br /> for listing on the California Register, as it is not individually significant in its current <br /> location. The significant character - defining elements of the building, including the light <br /> fixtures, original windows and doors, etc., have been identified and scheduled for <br /> preservation as part of the rehabilitation project. Relocation of some elements within the <br /> larger historic resource is proposed as necessary; the elements will not be salvaged for <br /> outside projects. <br /> If neither measure (a) nor measure (b) is feasible, the City shall, as applicable and to the <br /> extent feasible, implement the following measures in the following order: <br /> c. Document the historic resource before any changes that would cause a loss of <br /> integrity and loss of continued eligibility. The documentation shall adhere to the <br /> Secretary of the Interior's Standards for Architectural and Engineering <br /> Documentation. The level of documentation shall be proportionate with the level of <br /> significance of the resource. The documentation shall be made available for inclusion <br /> ARCHIVES & ARCHITECTURE <br />
