I . - <br /> In response to Councilman Ruskin's questions regarding the public information <br /> - component, Public Works Director Ingram advised that public information was <br /> required. City Manager Everett advised that information is available at the County <br /> level which the City pays for and uses rather than duplicating the effort. <br /> City Attorney Schricker stated that there are two factors, one is a regulatory program <br /> of public information and the other is funded by the City to notify property owners. <br /> Mayor Hartnett asked if members of the audience wished to address the Council. <br /> Jeff Filippi, Vice Chair of the Civic Cultural Commission discussed the Civic Cultural <br /> Commission budget and the importance of cultural activities and cultural education. <br /> Don Saye, member of the Civic Cultural Commission discussed the successful <br /> Concert in the Parks events. <br /> Mayor Hartnett discussed the process regarding NPDES fees and Building Permit <br /> Fees, and said that more information will be provided at a later date. He added that the <br /> Council would not make a decision about fees at this time. <br /> MIS: CLAIRE/LA BERGE TO DIRECT STAFF TO PREPARE THE ORDINANCE <br /> AS PRESENTED IN THE BUDGET TO INCLUDE NPDES USER FEES AND TO DIRECT <br /> ~ STAFF TO PROCEED WITH THE BUILDING PERMIT FEES AS RECOMMENDED BY <br /> THE BOARD OF BUILDING REVIEW. <br /> Councilman Leipzig stated that staff presented an excellent report on fees, prefers not <br /> comparing fees with other cities, lower fees can be positive, more information on <br /> NPDES is needed and therefore unable to support the motion. <br /> Mayor Hartnett reviewed the motion for clarification. The motion was restated to <br /> read as foIIows: <br /> MIS: CLAIREILA BERGE TO APPROVE THE BUDGET AS PROPOSED FOR <br /> BOTH FISCAL YEARS AND TO INCLUDE THE BUILDING PERMIT FEES AND THE <br /> NPDES FEE WHICH WILL COME BACK TO THE CITY COUNCIL WITH SPECIFIC <br /> APPROVAL; THE SECOND YEAR BUDGET WOULD BE BALANCED THROUGH <br /> THOSE TWO FEE MECHANISMS. <br /> City Manager Everett advised that on the July I, 1996 agenda there will be an <br /> ordinance for the rust year budget, a motion to tentatively adopt the second year <br /> budget which will be adopted mid year and adopted by an ordinance one year from <br /> now. <br /> - <br /> - - -- --- -- - -- _m- _m- - -- -- - -- - -- - -- - _mmm- - --- --- - --- --- - __mm_- - --- --- - --- --- - --- --- - _mm- - -- - -- --- --- --- -- -- - -- - -- -- - -- --. m_m <br /> MINUTES JUNE 24,1996 <br /> REGULAR COUNCIL MEETING PAGE 11 <br /> MINUTE BOOK NO. 54 <br /> Page No. 338 <br />
