bring thousands of temporary and permanent high paying jobs to the City. Ms. Schultz
spoke as a resident of the Redwood Shores neighborhood saying "there are many
residents in the Shores who do not feel that Carol Ford or LaVerne Atherly or the
Redwood Shores Homeowners Association speaks for all the residents. In fact, I have
some of my neighbors who have chosen to come here tonight to support the
Electronics Arts project. We think it is an excellent project. We think it fits in well in
the Shores.....Let's be realistic. That is one of the last undeveloped pieces of property
in Redwood Shores for commercial use. And here we have a world renown company
using a world renown architect who wants to come and live in our City, who has
promised to use top quality contractors and top quality construction workers.....What
more can we ask for? I suggest we welcome Electronic Arts with open arms. They
will be good neighbors."
John Murphy, 421 Luff Lane, Redwood City, told the Council he has been a home
owner in the Redwood Shores neighborhood for 27 years and was speaking for the
silent majority of homeowners who did not concur with the position of the
Homeowners Association. Mr. Murphy said he was in favor of the Electronic Arts
development. He said special interest groups had spoken in the past to retard the
planned development of Redwood Shores. Mr. Murphy said the basis for
recommending this project included: Airport safety had been considered, evaluated
and "approved by private consultants as well as the FAA and given a clean bill of
health;" There are appropriate traffic mitigations included in the development
agreement; A leading architect, SOM, has proposed a well thought out design; EA
will further increase the assessed property values in the GID I -64 as well as add
revenue for Redwood City and additional employment opportunities; Shoreline Drive
had previously been slated for widening and EA contributions will help fund it; EA
will facilitate and expedite the Redwood Shores fire station and community center;
Redwood City is not the appropriate forum to debate safety qualifications by the FAA.
Mr. Murphy concluded that "I can not envision a more responsible use for this site.
Therefore I favor the proposed Electronic Arts project."
Bob Leuten, 2916 Alameda, San Mateo, said he was opposed to this subject project
"due to the fact that close in buildings over 100 feet in height would pose a significant
safety hazard to the pilots and the residents of the area." Mr. Leuten said he has been
an active pilot for over 30 years, holds an airline transport pilot's certificate, which is
the highest rating, has been a certified flight instructor for 22 years at San Carlos
Airport, and is employed in the aviation insurance business. Mr. Leuten said he is also
an FAA accident prevention officer and has a genuine interest in aircraft safety. Mr.
Leuten advised that pilots have reported the proposed buildings would create a
collision hazard, and there is another hazard, distraction. Mr. Leuten said ')ust as
billboards prohibited along interstate highways to avoid distraction, tall buildings in
the vicinity of an airport will also cause distractions to pilots operating at the airport.
A tall building in the vicinity can distract a pilot into making a mistake without
m- - - - -- - - - - - -- -- - - - -- - - - -- - - - -- - -- -- - -- - ----- --- --mmmm -- - -- - -- - -- - -- - - - - - - - - -- - -- -- - --mm - -- - - - - - - -- - - - -- - -- _m - -- -- - - - _m--m
REGULAR MEETING JULY 1, 1996
MINUTES PAGE 21
MINUTE BOOK NO. 54
page No. 363
