. . I - -
necessarily hitting the building. All kinds ofIanding accidents can happen.....Suffice it
to say they are significant hazards. Student pilots....are obviously more at risk to being
distracted and you should know that 25% to 30% of all the takeoffs and landings at the
- San Carlos Airport are conducted by student pilots." Mr. Leuten showed an overhead
transparency quoting excerpts of two federal aviation regulations 135.100 and 121.542,
known as the "sterile cockpit rules", regarding the elimination of unnecessary
distractions. Mr. Leuten described the difficulties of landing an aircraft, especially in
crowded landing corridors. He said "pilots were busy enough without having to avoid
buildings that don't need to be quite that high."
Robert Odermatt, 39 Drury Lane, Berkeley, representing the Redwood Shores
Business Center Design Review Board, consisting of 3 professional architects and
planners, said the Board had been working with Electronic Arts team, and said it had
been a most "enjoyable experience. We believe EA provides an exceptional
opportunity because.....it consolidates 9 individuallots....into a consolidated business
campus with only six major buildings......(The benefits are) an enhanced open space
system, few buildings, quality landscape, integration of the public and private outdoor
space, improved automobile and pedestrian circulation, a consolidation of parking and
fewer points of ingress and egress.....and the protection of the residential community."
Mr. Odermatt described the principled approach to the project exhibited by EA and
how the Review Board encouraged buildings of varying heights. He said the proposed
project's highest building was 70 feet shorter than Oracle. Mr. Odermatt said the EA
project was a "fitting cap to the commercial development within the Redwood Shores."
-
LaVerne Atherly, 515 Cringle Drive, stated he was before the Council at the direction
of the Board of Directors of the Redwood Shores Homeowners Association, and
acknowledged he did not speak for 100% of the Association. Mr. AtherIy said the
planned development application before the Council was between Flatirons Funding, a
limited partnership, the City of Redwood City, and Redwood City General
Improvement District 1-64. Mr. AtherIy said the Association believed Electronic Arts
was a terrific company, and added "There has been a consistent error in all the
presentations so far, and that is they are calling the project the Electronic Arts project,
when the truth is the developer in this agreement is Flatirons Funding, a limited
partnership. Electronic Arts Redwood is listed only once in the directory, as an agent,
and their only assigned duty is to get this planned development permit passed through
the City Council. Electronic Arts is intended to be the first tenant of the developed
site, and for that we are grateful. We would love to have them in Redwood Shores.
All we are asking for is that they comply with the existing rules and regulations that
are in place at this time.....What you are going to decide upon is an agreement with
Flatirons Funding which is a limited partnership out of New York, not with Electronic
Arts out of San Mateo." Mr. AtherIy said "the population of that project will
eventually be 4,000 or 5,000 employees which Electronic Arts will probably be about
25% maybe at the most 30%.
