. . I . -
MIS: CLAIREIHOW ARD TO CONSIDER ITEM 8 A. AT THIS TIME.
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 96-177
'~
8. STAFF REPORTS - Taken out of order at this time.
A. Report on the proposed conceptual change orders to the Rudolph & Sletten agreement,
new City Hal!: east treIIis, granite flooring, balanced doors and architectural and
landscape services for the Sister City Garden or any donated art; (110)
REPORT: Project Engineer Jones, July 15, 1996
Engineering Manager Patterson presented the staff report and described the staff and
Facilities Committee recommendations which had been discussed in the Study Session
held before the regular Council Meeting. Manager Patterson said the proposed items had
been in the original design but removed to meet Council's established budget of $9
miIIion. With the accepted bid of $8,515,614 the Council could add some features back
into the project and stilI stay within budget. The proposed recommendations would cost
$87,000 (about 1% of the total budget): the east treIIis to match the building on the other
side of the plaza, $25,000; granite flooring in the public concourse for looks and
maintenance cost savings, $35,000; balanced doors for style and easier opening for the
disabled, $25,000; and $2,000 for architect and landscape services for art work presented
to the City, including a possible gift from Redwood City's Sister City, Zhuhai, China.
~ MIS: BUCHANIHOWARD TO ACCEPT THE RECOMMENDATIONS OF THE FACILITIES
COMMITIEE (APPROVE CONCEPTUAL CHANGE ORDERS FOR ADDITIONAL WORK
OVER THE CONSTRUCTION FINAL AGREED PRICE FOR THE NEW CITY HALL
PROJECT;)
Councilman Ruskin spoke in favor of the maintenance cost savings of the granite
flooring and said that although the current doors met ADA specifications, the proposed
doors were significantly easier to open and also added to the architecture. Councilman
Ruskin said the east treIIis wasn't needed as the building was beautiful enough and the
$2,000 architecture and landscape services were not needed at this time.
Councilman Leipzig said he was opposed to all four recommendations, and said the
$500,000 savings should be spent on other worthwhile projects in the City.
Vice Mayor Howard said she agreed with Councilman Ruskin, but felt the east treIIis
should be reinstated, as the Council had convinced the Raiser Company to design its
Main/Middlefield project across the plaza to compliment the new City Hall design which
at that time included the east treIIis.
Councilwoman La Berge, member of the Council Facilities Committee spoke in favor of
all four recommendations saying they would greatly enhance the new City Hall and give it
~ a special dignity.
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 JULY 15, 1996
MINUTES Page No. 378 PAGE 6
