<br /> LOCATION - Being Lot I of Lido Neighborhood Unit No. I; being <br /> approximately 8.5 acres R-3 (Medium Density residential District.) <br /> Affidavits of Publication of Notice of Hearing and Mailing are on file in the City Clerk <br /> Department. <br /> I) Staff report: Planning Commission, September 16,1996 <br /> Senior Planner Passanisi presented the staff report and displayed overheads of the <br /> area. He stated that the original plan adopted in 1993 included 170 units, 20 of which <br /> were to be affordable, owner occupied, ten 2-bedroom units and ten 3-bedroom units. <br /> The new owner is asking for an amendment to construct 170 rental units with 20 <br /> affordable 2-bedroom rental units. The affordable units would be available to those <br /> households making 60% of the San Mateo County Median Income Index, or $36,780 <br /> per year, which translates into rent of $920 per month. The rent would always be tied <br /> to the 60% affordability index, and there would be no public subsidies involved. <br /> Senior Planner Passanisi said both the Housing and Human concerns Committee <br /> and the Planning Commission have reviewed the proposal and recommend approval. <br /> In answer to Council questions, Senior Planner Passanisi said the Council was only <br /> being asked to approve the amendment to the Plan allowing 20 affordable 2-bedroom <br /> units and not voting approval of the project. He said staff did not see a problem with <br /> limiting the units to 2-bedrooms based on rental versus home ownership. Senior <br /> Planner Passanisi agreed that the affordability index would allow many residents of <br /> the City to afford these units. He referred to the concept drawings provided by the <br /> developer and said the plans would be reviewed by the Architectural Review <br /> Committee and Planning staff as well. <br /> 2) Open public hearing; <br /> Mayor Hartnett declared the public hearing open at 8:30 p.m. <br /> 3) Hear public comment; <br /> Michael Gibson, representing "Redwood Shores Properties Inc. and Redwood <br /> Shores Owners Association in giving information on the status of the architectural <br /> review," described the issue of affordable housing in the original Specific Plan. He <br /> said the affordable housil1g element had not been completely defined when the Plan <br /> was adopted.
