<br /> In response to Councilman Leipzig's questions regarding the overcrowding issue and <br /> changing the 600 square feet to the state aIIowabIe 900 square feet for second units, <br /> Chairman Bautista and Building Official LaTorra agreed to gather information and <br /> report on this issue to the Planning Commission. <br /> MEMO 10/22/96 <br /> Mayor Hartnett thanked the Board for its fine work. <br /> 4) TRAFFIC ADVISORY COMMITTEE <br /> Report: 1995-96 Accomplishments and 1996-97 Committee WorkpIan, October 17, <br /> 1996 <br /> Chairwoman Pat Dixon began the report and expressed her and the Committee's <br /> frustration at not being able to accomplish the goals established last year and not being <br /> able to resolve the problems brought to the Committee by the public. She said staff <br /> had not been able to assist them in resolving traffic problems, and new projects in the <br /> City had not been brought to TAC for review of traffic impacts. Chairwoman Dixon <br /> discussed the Committee's inability to accomplish the work or process outlined in the <br /> City Roster, especially Item vi. which directs the Committee to prepare <br /> recommendations for the Council on traffic matters, and recommendations regarding <br /> EIRs to the Planning Commission. Chairwoman Dixon asked the Council to establish <br /> guidelines for the Committee so that it could become more effective. <br /> Committee Member Frohlich said the Committee's lack of action is eroding its <br /> credibility. He said the City had to aIIocate money to take care of traffic problems in <br /> the City, discussed the Committee's safety at schools program, and his desire to attack <br /> the problems with railroad tracks at Woodside and Bay and other areas. Committee <br /> Member Frohlich advised Council of an overhanging redwood tree on Farm Hill <br /> Boulevard that blocks out a traffic light. <br /> MEMO 10/22/96 <br /> Committee Member Callahan also expressed her frustration at the lack of support for <br /> the Committee and its under utilization, and asked for a joint meeting with the Council <br /> to discuss traffic issues and the TAC's duties and responsibilities. <br /> Committee Member Diaz also expressed his frustration at the Committee's lack of <br /> ability to solve neighbor's traffic complaints. He discussed the long delayed school <br /> safety program that TAC wanted to put into place, and asked for Council support. <br /> Mayor Hartnett acknowledged the frustration of the TAC members, and said that <br /> unfortunately, public service can be frustrating. He apologized for the Committee's <br /> feeling of underutilization and said the Council not the staff was responsible for <br /> assigning work and granting authority to resolve issues. Mayor Hartnett described the <br /> advisory nature of the TAC, but agreed that changes should be made, either in <br /> expectations or process. He suggested that the Committee take advantage of its charge <br /> to make recommendations to the Council regarding specific traffic problems.
