2) Conciliation: Conciliation is the resolution of a conflict, through the intervention of a <br /> neutral third party, without the disputing parties coming together in a face-to-face <br /> mediation. A resource person works with a resident clarifying issues of concern, explaining <br /> approaches to seeking resolution, obtaining agreement by the party to pursue mediation <br /> and completing case intake. A case development process, involving contacts with both/all <br /> involved parties, is initiated by PCRC and during that process, a resolution about concerns is <br /> achieved. <br /> 3) Mediation: Mediation through PCRC involves a face-to-face meeting between disputing <br /> parties who call PCRC directly or are referred by City staff or community agencies. With the <br /> assistance of a panel of trained volunteer mediators, parties work through a non-adversarial <br /> problem solving process and attempt to develop a mutualiy acceptable resolution to the <br /> issues of concern. There is a two-fold focus: development of a satisfying and durable <br /> agreement and the preservation of an effective relationship in situations where the parties <br /> will continue to be in contact with each other. <br /> PCRC will develop, maintain, and provide to the City a pool of trained volunteer mediators, case <br /> developers and facilitators to serve the conflict resolution needs of the City. As a result, a <br /> number of community members will become skillful in the interest-based approach to conflict <br /> resolution. <br /> I1. Community Building and Engagement-$25,495 <br /> For each of the services below, PCRC will provide the following types of assistance as needed: <br /> • Situation analysis <br /> • Analysis of stakeholders and possible interests <br /> • Strategy on meeting format <br /> • Development of supporting materials: agendas,comment cards,registration forms,etc. <br /> • Performance of follow-up items such as compiling small group notes, capturing <br /> registrations,and following up on next steps <br /> A.Neighborhood Liaison Program <br /> Four sessions annually with ongoing support <br /> PCRC will develop, implement and sustain a revitalized Neighborhood Liaison Program that <br /> provides residents with the information and skills to work together for the good of their <br /> neighborhoods and more actively participate in City events and programs.This work includes: <br /> 1. Making initial contact with potential neighborhood liaisons; preparing promotional <br /> materials for meetings; and recruiting and orienting participants. <br /> 2. Plan, coordinate, and conduct four Neighborhood Liaison workshops, including <br /> scheduling, booking, logistics, and outreach. The first workshop will focus on <br /> recruitment of interested participants, with topics for following workshops driven by <br /> neighborhood priorities and needs. <br /> 3.
