Conflict with adopted policies, plans, or <br />programs regarding public transit, bicycle, or <br />pedestrian facilities, or otherwise decrease the <br />performance or safety of such facilities? <br /> 1 <br /> <br />4.16.2.1 Project Trip Generation <br /> <br />As described previously, the project proposes to install new sports lighting on Mitchell Field and <br />replace the existing sports lighting that serves Bechet/Griffin Field and the tennis court facility. <br />Currently, the sports lighting associated with Bechet/Griffin Field and the tennis court facility is <br />operated up to seven days per week. The lights are turned on as needed at dusk and are turned off by <br />10:30 PM. The hours of operation for the Bechet/Griffin Field and the tennis court facility would not <br />change with the project. Mitchell Field, which currently operates only until dusk, would be allowed <br />to operate until 10:30 PM up to seven days per week with the proposed installation of new sports <br />lighting. The nature of activities occurring at the ball fields and tennis court facilities would not <br />change with the project. <br /> <br />Mitchell Field is currently used for field sports practices and games Mondays to Fridays from 4:00 <br />PM until dusk and on Saturdays and Sundays from 8:00 AM until dusk. This schedule is in effect <br />throughout the year, although the usage level drops significantly during the summer due to the <br />seasonal nature of the sports leagues that utilize the site. Installation of lighting would allow <br />Mitchell Field to be used on the same schedule as the fields that already have lighting: <br /> <br />• Mondays – Fridays: 4:00 PM – 10:30 PM <br />• Saturdays, Sundays: 8:00 AM – 10:30 PM <br /> <br />Thus, installation of lighting on Mitchell Field would extend its existing operating hours from dusk <br />until 10:30 PM on weekdays. The number of additional hours of operation varies during different <br />times of the year, depending on when dusk occurs. During December, when dusk occurs at around <br />5:15 PM, the installation of lighting will add five hours of playing time to Mitchell Field on <br />weekdays (5:15 – 10:30). During the summer months of June and July, dusk occurs at around 9:00, <br />adding only approximately one hour of playing time. During April, May, September, and October, <br />dusk occurs between 7:00 and 8:30, and field usage levels are high. Thus, during spring and fall, <br />lighting would extend Mitchell Field’s hours of operation by one and a half to three hours. <br /> <br />According to Redwood City Parks and Recreation Department staff, as many as eight teams are <br />scheduled to use Mitchell Field for practice at one time on weekdays under existing conditions. <br />Soccer teams typically carry between 12 – 16 players on each team, with teams for younger age <br />8.A. - Page 86
