<br /> <br />Red Morton Community Park Sports Lighting Initial Study <br />City of Redwood City 70 June 2015 <br />groups often being on the smaller end of the range. Baseball teams typically have 15 players per <br />team. Using an average of 15 players per team, eight teams would result in 120 players on the field, <br />assuming full attendance for all teams. There would also be coac hes and some parents present. <br />During games, which are held on weekends, a maximum of 4 teams use the field at any one time. <br />Normally, there are three referees for a soccer game and these umpires for a baseball game. <br /> <br />City staff has indicated that after installing lighting at Mitchell Field, it is likely that there would be <br />less usage during the 4:00 PM to dusk time frame than currently, since the teams could be spread out <br />over more playing time, rather than bunched up during the daylight hours. Hexagon thus assumed <br />that the peak usage during the PM peak period after project completion would drop to six teams at a <br />time. <br /> <br />For trip estimation purposes, there are a number of factors that can affect the trips generated by <br />soccer, softball, and baseball practices. First, not every player on a team may show up for every <br />single practice. Second, some players may be dropped off for the practice and then picked up when <br />it is over, while other players may be driven by parents or other caretakers who park and stay during <br />the practice. Third, it is common for many players to carpool to and from practices, and carpools can <br />include anywhere from two to five athletes per vehicle. Lastly, some players, if they attend school or <br />live near Red Morton Community Park, may walk or bike to practice rather than be driven. <br /> <br />Trip generation rates for soccer fields from the Institute of Transportation Engineers’ (ITE) Trip <br />Generation Manual, Ninth Edition, which are based on actual survey data , were used for this <br />analysis. Since eight teams are scheduled to use Mitchell Field at one time during the busiest <br />seasons, this analysis assumes that this equates to four soccer fields. It is understood that during the <br />winter and spring seasons, some of the practices are softball or baseball practices rather than soccer <br />practices, but there are no ITE trip generation rates for those sports. Use of the soccer field trip <br />generation rate for the peak hour of generator will provide a “worst case” number of trips generated <br />per hour for the traffic analysis. <br /> <br />Based on the ITE trip generation rate for the PM peak hour of vehicle trip generation, Mitchell Field <br />currently generates 73 trips during its busiest hour between 4:00 PM and dusk (see Table 4.16 -1). <br />With the installation of field lighting, Mitchell Field is estimated to generate 55 trips per hour <br />between 4 PM and 10:30 PM. There would be a net decrease in traffic volumes between 4:00 PM <br />and dusk of 18 trips per hour, but an increase in traffic volumes between dusk and 10:30 PM of 55 <br />trips per hour. <br /> <br />Since the ITE trip rate is for the busiest hour during the PM peak period, the rate reflects more <br />inbound trips than outbound trips. The proportion of inbound trips and outbound trips would change <br />during different hours of the evening. For example, in the hour between 9:00 and 10:00, there would <br />clearly be more outbound trips than inbound trips. <br /> <br />Table 4.16-2, below, shows the trip generation of the proposed project. <br /> <br /> <br /> <br /> <br />8.A. - Page 87
