Trip generation rate is from the Institute of Transportation Engineers, Trip Generation Manual, 9th Edition, <br />2012 (Land Use Code 488: soccer complex), PM peak hour of generator. <br />2. It is assumed that after the installation of field lighting, field usage at any time between 4 PM to 10:30 PM <br />would be approximately 6 teams, or 3 fields for trip generation purposes. This is a reduction from the existing <br />utilization of the field of 8 teams, or 4 fields for trip generation purposes. The reduction is the result of the City <br />being able to spread out the schedule with the additional hours of operations, meaning fewer teams would have <br />to use the field at the same time. <br />3. To analyze a "worst case" scenario, hourly trip generation rate between dusk and 10:30 PM is assumed to be the <br />same as the rates used for the PM peak hour. <br /> <br />As discussed above, during the months of November and December, the installation of field lighting <br />would add five additional hours of playing time to Mitchell Field. This would result in 289 <br />additional trips on the street network near the park between 5:15 and 10:30 PM (55 trips per hour for <br />up to 5.25 hours), but no single street would experience all of those trips. The total number of <br />additional trips would be less in all other months, depending on the number of additional hours of <br />operational time the lighting would provide. <br /> <br />4.16.2.2 Traffic Impacts on Nearby Roadways <br /> <br />As described above, between 4:00 PM to dusk, the installation of field lighting is expected to <br />decrease traffic on all streets typically used by drivers going to and from Mitchell Field. Between <br />dusk and 10:30 PM, it is estimated that the nearby roadway system would experience an increase of a <br />total of 55 trips per hour. Assuming a worst case scenario that all practice teams begin and end at the <br />same time, the additional 55 trips per hour may occur within 10 to 15 minutes of practice start and <br />finish times. An addition of 55 trips would not significantly impact the nearby roadways from an <br />operational perspective. Because the trips approaching and leaving the park do not all use the same <br />route, no single street would be expected to receive all of the additional trips. <br /> <br />4.16.2.3 Parking Impacts <br /> <br />Based on the ITE Parking Generation, 4th Edition, six soccer teams (equivalent to three fields) <br />generate an average peak parking demand of 115 vehicles (average rate of 38.3 vehicles per field). <br />This parking demand accounts for parking by player/parent, referee/umpire, and spectators. As noted <br />in field observations completed at the site, many parents choose to drop-off and then pick-up their <br />children, while others choose to carpool. Therefore, actual parking demand at Mitchell Field after <br />dusk is expected to be much lower than 115 vehicles. <br /> <br />8.A. - Page 88
