5) That adequate public and private facilities such as <br />utilities, landscaping, parking spaces and traffic circulation measures are or <br />will be provided for the proposed use. <br />6) Other findings required to be made in specific zoning <br />districts as set forth in the Zoning Code. <br />C. Findings shall be in writing and shall be based upon <br />substantial evidence in view of the whole record. <br />As the Finger Avenue Project involves 1.69 acres, Section 46.6 of the Zoning <br />Ordinance gives authority over determination of an application for a Planned Development <br />Permit to the Planning Commission (if less than an acre, Section 46.5 gives the authority to <br />the Zoning Administrator). <br />Pursuant to Section 46.7 of the Redwood City Zoning Ordinance, the Planning <br />Commission, in approving an application for a Planned Development Permit, may allow <br />variances from otherwise applicable regulations ( "notwithstanding any regulation <br />otherwise applicable in the district ") as to particular modifications enumerated in Section <br />46.7(A): <br />The following modifications can be granted if it is determined <br />that the proposed development will provide an environment of physical and <br />functional desirability in harmony with the character of the surrounding <br />neighborhood or district: <br />Maximum heights for structures; <br />2.
