<br /> The Public Hearing was not held on December 19, 1994, and the entire matter was <br /> continued to January 30, 1995, to give all parties the opportunity to resolve the ownership <br /> interest issue with the help of the Peninsula Conflict Resolution Center. <br /> REPORT: City Engineer, January 30, 1995 <br /> A. Staff report; <br /> City Engineer Luck presented the staff report and used overheads to show the stub <br /> portion of Cedar Street that both Mr. O'Brien and the City wished to abandon due to <br /> its substandard and unimproved condition. City Engineer Luck thanked Carlo Busby <br /> and Ruben Avelar of the Peninsula Conflict Resolution Center for working with the <br /> parties to reach a mutual agreement: Mr. O'Brien will relinquish a ten foot portion of <br /> the 20 foot ingress-egress easement on this property to Mr. Barragan and Mr. Arias, <br /> his neighbors, retain an ingress-egress easement over this portion, in exchange for <br /> their paving and maintaining the driveway. There will be no parking on the 20' <br /> easement, and the PCRC will continue to monitor the situation. <br /> B. Open public hearing; <br /> Mayor Gasparini opened the public hearing at 8:11 P.M. <br /> C. Hear public comment; <br /> Michael O'Brien, owner of601 Cedar, described the awful conditions of the subject <br /> area, and told Council that with this action the City would no longer be responsible <br /> for the upkeep, it will add to the property tax roll, turn a blight situation into a <br /> heritage rose garden to compliment the historic district, and it will improve the <br /> neighborhood. <br /> D.
