The Council wished Art Balsamo, former City employee, former Planning Commissioner <br /> and now the volunteer to the Council, a very happy birthday, and presented him with a <br /> Happy Birthday Certificate and birthday card. Everyone joined in singing the traditional <br /> Happy Birthday song to Art. (207) <br /> A.2 Proclamation in support of the Toughlove Organization and proclaiming Toughlove Day, <br /> February 14, 1995; (207) <br /> Mayor Gasparini introduced Jo Anne Montoya, Joie Cattuci, Andrea Cattuci, Deborah <br /> Ortega and Ib Madsen, representatives of the Toughlove Organization. Jo Anne Montoya <br /> described the support their organization gives to parents, grandparents, foster parents and <br /> everyone who loves and cares for young people who have lost their way. Mrs. Montoya <br /> explained how Toughlove helps young people take control of their lives and be responsible <br /> for their actions, and thanked the Council for their support. <br /> B.
