<br /> Community Development Director Nelson described the purpose of the study session on <br /> traffic and streets and introduced the speakers. <br /> FINAN CIN G <br /> Finance Director Ponty used overheads to present the financial picture, revenues and <br /> maintenance and operations expenditures on traffic and streets in Redwood City, including <br /> the Gas Tax. <br /> ROADWAY MANAGEMENT <br /> Assistant Engineer Buck used overheads to describe the status of the City's streets, <br /> physical characteristics and the current and upcoming capital projects. Engineer Buck <br /> advised there are about 165 miles of streets and roads in Redwood City representing about <br /> $165 million in assets. Engineer Buck discussed the rubber cape seal project and its long <br /> term benefits. <br /> Public Works Superintendent Mann described the maintenance activities and schedules. <br /> In response to Council questions, General Services Director Ingram discussed the impacts <br /> of the federally mandated NPDES program and the necessity for the City's street sweepers <br /> to be able to do their jobs. Director Ingram described pilot programs and new models they <br /> were studying, and advised that NPDES, street sweeping and keeping sewers clean would <br /> be major objectives in their FY 1995/96 operations. <br /> ENFORCEMENT <br /> Police Chief Bolanos described enforcement policies and philosophies, stressing his <br /> department's focus on education. Chief Bolanos advised that two more positions had been <br /> filled, a parking enforcement officer and another motorcycle officer. <br /> TRAFFIC CONTROL <br /> Assistant Engineer Vroman described traffic control devices, warrants, operations and <br /> state routes. <br /> City Traffic Engineer Gee explained that sign warrants and policies had been established <br /> by the State of California, Department of Transportation and the California Vehicle Code to <br /> provide guidance in evaluating the benefits of traffic control devices.
