<br /> In response to a question from Councilwoman Steinfeld Director Patterson advised <br /> that dancing permits from the Police Department are required by all facilities at which <br /> dancing takes place. <br /> Vice Mayor Hartnett asked the City Attorney for an explanation of legal options. <br /> City Attorney Schricker advised that the burden is on the applicant to convince the <br /> Zoning Administrator and in this instance the Council that the issuance of the permit <br /> would not be detrimental. The authority of the City Council on the appeal is to affirm <br /> the decision of the Zoning Administrator, reverse the decision of the Zoning <br /> Administrator, modify the decision or remand the matter to the Zoning Administrator <br /> or the Planning Commission for information or advice. The effect of the denial is to <br /> preclude the property owner from applying for a use permit for the same use for a one <br /> year period. <br /> 2. Open public hearing: <br /> Mayor Gasparini opened the Public Hearing at 8: 13 P.M. <br /> Mayor Gasparini stated the groundrules for the public hearing process. <br /> City Attorney advised that the booklet provided by RC. Savoy's House of Buffet will <br /> be part of the record. <br /> Paul Yen, 337 Linden Street, Redwood, appellant discussed the House of Buffet <br /> restaurant located at 2550 El Camino Real. He outlined his business proposal <br /> regarding operating hours, entertainment, security, parking and noise issues and <br /> submitted a petition. <br /> Councilwoman LaBerge requested further information about the valet parking plan <br /> and whether a market study had be done. <br /> Mr. Yen responded that valet parking could double stack 96 cars. <br /> Joel Leong, Manager and Business Consultant, 1117 Farragut, Foster City, stated that <br /> he has been working on a market study but has no documentation or scientific studies <br /> at this time. <br /> In response to questions from Councilwoman Buchan Mr. Yen stated that the <br /> requested operating hours of the restaurant on Saturday and Sunday are until 1 :30 a.m., <br /> there is a red zone in front of the restaurant for emergency access and the security <br /> would patrol the area on foot. <br /> MINUTE BOOK NO. 53 <br /> Page No. 188 Regular Meeting Minutes <br /> May 22, 1995 <br /> 7 <br />
