business partnership is established. <br /> You will also note that there are significant project tasks that take place long before any <br /> equipment is shipped to the site. The first significant task is the development of a System Design <br /> Document or SDD. The SDD is a reflection of the technical and operational intentions of the RFP <br /> merged with the very specific device and software functional descriptions. The result is a clear <br /> and concise functional specification description that is jointly edited and agreed upon by both the <br /> City and Scheidt & Bachmann. <br /> Once complete, the p�oject SDD becomes the systemic foundation for subsequent system <br /> operationa) and functional testing processes including the Factory Acceptance Test (FAT), Lane <br /> (or device) Acceptance Test (LAT), and ultimately the Operational Demonstration Test (ODT). In <br /> this fashion, the City is assured that the system ultimately performs Parking and Revenue Control <br /> tasks as intended. <br /> To ensure the implementation is supported in a manner that will provide effective and timely <br /> support to the City and meet the philosophical project approach fostered by Scheidt & <br /> Bachmann, the project is to be staffed by a Project Manager and a Field Service Engineer. Both <br /> of these positions are dedicated to the City. During active installation periods on site, additional <br /> technical resources will be sent to the project to assist the site staff. This level of installation and <br /> support compresses the duration of implementation and allows for 24/7 technical support. <br /> General Implementation Strategy Criteria <br /> The structure of the proposed plan involves assessing the current parking operation, the <br /> potential impact on customer turnover, and the impact on revenue reconciliation. It allows <br /> customers to retain their parking flexibility without changing their parking habits. For customers, <br /> the transition is as transparent as operationally possible. The impact on customer turnover at <br /> the parking facility and the possibility of negative customer reaction during the transaction period <br /> are of utmost concern to us. The impact on customers in the transition plan is limited to <br /> minimal delays during peak hours. This impact will also be restricted to a very short period. <br /> Initially, the "Control Room" head end hardware and software will be installed and configured. <br /> Subsequently, the Scheidt & Bachmann parking equipment is installed and brought online one <br /> parking facility at a time (the final sequence of operation is to be agreed upon mutually). One <br /> Entry Control Device, one Exit Control Device and one APS are installed at the first parking facility <br /> before being brought online. Please note: unobstructed access to all work areas must be <br /> provided at atl times, which may conflict with operational requirements. <br /> Other lanes are then subsequently integrated into the entervo Parking Management Solution by <br /> changing the other entry lanes to Scheidt & Bachmann parking equipment as they are installed. <br /> Adding available lanes to the Scheidt & Bachmann system not only increases the flow of new <br /> cars entering the parking facility, but also results in no more cars taking tickets from the old <br /> system.
