<br />Vice Mayor Hartnett advised that th~ Collncil and Planning Commissioners would now <br />have an opportunity for a question and answer period among the previous speakers and <br />each other. <br />In answer to Council and Planning Commissioners questions, Mr. Patterson of Patterson <br />Traffic Engineers, described the traffic impacts on Woodside Road, Highway 101, Seaport <br />Boulevard and the Highway 101 interchanges in Redwood City, acknowledging the increased <br />congestion and emphasizing that how, where and when increased traffic occurred would all be <br />part of good mitigation plans. Mr. Patterson stated that mitigating the negative effects of <br />increased traffic would have to be a collective effort involving all the agencies and parties <br />involved, including the County and CalTrans, and CalTrans tackled problems when the funds <br />are available. Mr. Patterson advised that travel patterns are changing and due to telecommuting <br />and other new ideas, he doubted the change would be noticed accept at the very peak hours of <br />commute travel. . <br />In answer to Council and Planning Commissioners questions, Ms. Herman, described the base <br />closures in the area and what was projected for those sites, noting that there is slow demand for <br />heavy industrial use and a study projected a 30-year absorption rate for Hunters Point. <br />In answer to Council and Planning Commissioners questions, Mr. Brandon advised that <br />Pacific Shores Center would probably be fully occupied in six to 10 years. Mr. Brandon added <br />that they would agree to joining an assessment district for Seaport Boulevard based on their <br />share of use, but could not afford to be the sole participant. <br />In answer to Council and Planning Commissioners questions, Port Commission Chairman <br />Dodge stated that Port land is so scare, the 10 acres from the Pacific Shores development <br />would be restricted to maritime use. Chairman Dodge stated that the Port Commission <br />supported the project because the Port will receive 10 acres and the project will be good for the <br />City. <br />In answer to Council and Planning Commissioners questions, Mr. Adams stated that the group <br />he represented did not want to meet with a facilitator because the proposed land use was their <br />main objection, the proposed mitigation would not work, they do not want to be part of a traffic <br />assessment for Pacific Shores Center use, and the developers have already refused to <br />indemnify.
