RFP 6.1.B. - Page 26 <br /> to establishing that membership. <br /> 5.7.1 Membership information: Proposer should further express their commitment to capturing <br /> sufficient member information as is deemed necessary by NJPA to appropriately facilitate <br /> membership and certain marketing activities as agreed to by NJPA and an Awarded contractor. <br /> 6. PROPOSAL OPENING PROCEDURE <br /> 6.1 Sealed and properly identified Proposer's Responses for this RFP entitled "PASSENGER CARS, <br /> LIGHT DUTY, MEDIUM DUTY, AND HEAVY DUTY TRUCKS WITH RELATED <br /> ACCESSORIES" will be received by Gregg Meierhofer, Manager of Bids and Contracts, at NJPA <br /> Offices, 200 First Street NE, Staples, MN 56479 until the deadline for receipt of, and bid opening <br /> identified on page one of this RFP. The NJPA Director of Contracts and Marketing, or Representative <br /> from the NJPA Proposal Review Committee, will then read the Proposer's names aloud. A summary of <br /> the responses to this RFP will be made available for public inspection in the NJPA office in Staples, MN. <br /> A letter or e-mail request is required to receive a complete RFP package. Send or communicate all <br /> requests to the attention of Gregg Meierhofer 200 1st Street Northeast Staples, MN 56479 or <br /> RFP @njpacoop.org to receive a complete copy of this RFP. Method of delivery needs to be indicated in <br /> the request; an email address is required for electronic transmission. Oral, facsimile, telephone or <br /> telegraphic Proposal Submissions or requests for this RFP are invalid and will not receive consideration. <br /> All Proposal Responses must be submitted in a sealed package. The outside of the package shall plainly <br /> identify "PASSENGER CARS, LIGHT DUTY, MEDIUM DUTY, AND HEAVY DUTY TRUCKS <br /> WITH RELATED ACCESSORIES" To avoid premature opening, it is the responsibility of the <br /> Proposer to label the Proposal Response properly. <br /> 7. EVALUATION OF PROPOSALS <br /> A. PROPOSAL EVALUATION PROCESS <br /> 7.1 NJPA will use a 1,000 Point Evaluation System to help determine the best overall Proposer(s) <br /> selection. Bonus points may be available for specific proposal characteristics identified such as "Green <br /> Product Certifications." <br /> 7_2 NJPA reserves the right to use a"Cost Scoring Evaluation"through a product comparison process of <br /> like products/services. This process will establish points for submitted price levels. See Cost Scoring <br /> Evaluation. <br /> 7.3 NJPA shall use a final overall scoring system to include consideration for best price and cost <br /> evaluation. The total possible score is 1,000 points. NJPA reserves the right to assign any number of <br /> point awards or penalties it considers warranted if a Proposer stipulates exceptions, exclusions, or <br /> limitations of liabilities. <br /> 7.4 To qualify for the final evaluation, a Proposer must have been deemed responsive as a result of the <br /> criteria set forth under"Proposer Responsiveness." <br /> 7.5 Responses will be evaluated first for responsiveness and thereafter for content. The NJPA Board of <br /> Directors will make awards to the selected Proposer(s) based on the recommendations of the Proposal <br /> Review Committee. <br /> 7.6 The procurement activities of the NJPA Proposal Review Committee are limited to document <br /> preparation, answering Proposer questions, advertising the solicitation, distribution of this RFP upon <br /> request, conducting an evaluation and making recommendation for possible approval to NJPA Board of <br /> Directors. <br /> 23 of 47 <br />
