PROPOSER RESPONSIVENESS <br /> 7.7 Proposer's Responses received after the deadline for submission will be invalid and returned to the <br /> Potential Proposer unopened. <br /> 7.8 An essential part of the proposal evaluation process is an evaluation to qualify the Proposer being <br /> considered. All proposals must contain answers or responses to the information requested in the proposal <br /> forms. Any Proposer failing to provide the required documentation may be considered non-responsive. <br /> 7.9 Deviations or exceptions stipulated in Proposer's Response may result in the proposal being classified <br /> as non responsive. <br /> 7.10 To qualify for evaluation, a proposal must have been submitted on time and materially satisfy all <br /> mandatory requirements identified in this document. A proposal must reasonably and substantially <br /> conform to all the terms and conditions in the solicitation to be considered responsive. <br /> 7.11 The Proposal Review Committee shall utilize the following criteria to evaluate all proposals <br /> received. Items 1-4 constitute the test for "Level One Responsiveness" and are determined on the <br /> proposal opening date. "Level 2" responsiveness is determined through the evaluation of the <br /> remaining items listed below. These items are not arranged in order of importance and each item <br /> may encompass multiple areas of information requested. <br /> 1. The proposal response is received prior to the deadline for submission. <br /> 2. The proposal package was properly addressed and identified as a sealed bid with a specific <br /> opening date and time. <br /> 3. The proposal response contains the required certificate of liability insurance. <br /> 4. The proposal response contains original signatures on all documents requiring such. <br /> 5. Response's conformance to terms and conditions as described in the solicitation, including <br /> documentation. <br /> 6. Possesses qualifications as a responding Proposer that meets or exceeds those set within the <br /> solicitation. <br /> 7. Information from references and past performance information including past member <br /> approval. <br /> 8. Demonstrates that they offer the most current industry standard products/services and/or <br /> services. <br /> 9. Demonstrates financial stability and a favorable banking line of credit. <br /> 10. Demonstrates their products/services and/or services proposed meet and/or exceed industry <br /> standards accepted by educational or governmental institutions. <br /> 11. Has demonstrated market place success and their past performance exhibit an acceptable <br /> reputation. <br /> 12. Demonstrates the company possesses the background,knowledge, capacity, and ability to sell, <br /> deliver, and support products/services offered to Members. <br /> 13. Has provided documentation defining, outlining, and describing their concept of a national <br /> marketing program they will be implementing to facilitate and coordinate the cooperative <br /> activities required by an awarded Contract. <br /> 14. Has provided all of the required and applicable documentation required i.e. insurance <br /> certificates, licenses, and/or registration certificates required to do business nationally. <br /> 15. Line-Item Pricing, in approved excel format, listing of all of the proposed products/services and <br /> warranty provisions with their associated units of costs. <br /> 16. Core List selection of products/services in Line-Item Pricing format <br /> 17. Hot List Pricing products/services in a Line-Item Pricing format(where applicable). <br /> 18. Contract Pricing submitted as requested to include core list or products/services, Line-Item <br /> Pricing and/or '- -- !. -. . .. . • - . _ . . • - • . <br /> C.
