City Council does not want to have to do this, and they are working as sensibly and <br /> reasonably as they can. <br /> Vice Mayor Foust talked about Affordable Housing in connection to various upcoming <br /> projects. She also shared her thoughts on receiving State mandates without receiving <br /> resources, which is similar to State Lands putting the City in a difficult position without <br /> clarification. She asked for clarification on the term "open to floating home <br /> communities." She stated that she wants to know what issues all of the regulatory <br /> bodies have, noting the example of the $7 million childcare facility that Oracle was going <br /> to build but was shut down by BCDC (Bay Conservation and Development <br /> Commission). <br /> Council Member Pierce asked about a longer-term lease and more clarity from the Inner <br /> Harbor Plan. She spoke about where the balance will be between the public trust and <br /> helping the existing community. <br /> Mayor Gee thanked the public, Council, and staff for the conversation. He spoke about <br /> the need to continue to discuss this and get clarity from the State Lands Commission. <br /> He spoke about the risk of litigation against the City and the limited funding options that <br /> the City has. He asked for tact when using the term "affordable housing" because it has <br /> a complex legal definition and its ramifications. He stated that there is some affordable <br /> housing in Redwood City and that is not necessarily what Docktown is. He stated that <br /> there needs to be more clarity before the City can move forward. He asked when the <br /> Inner Harbor Specific Plan and EIR will go to the Planning Commission. Mr. Aknin <br /> replied that the EIR will be released for public review approximately in the June <br /> timeframe with a 60-day review period. <br /> Vice Mayor Foust noted that the City should consider a 90-day review period because it <br /> is difficult to get comments and for people to review the EIR over the summer. Dr. Bell <br /> stated that it can be extended to 90-days. He stated that it will be brought to Council <br /> and Planning Commission for discussion before bringing it back for approval. <br /> Mayor Gee stated that he is uncomfortable with the City running the Marina at a deficit. <br /> He asked for a Plan and fund source that allows the City to break even. <br /> By general consensus the City Council gave direction to staff on how to proceed <br /> with the next steps. <br /> Council took a short break from 10:20 to 10:23 pm. <br /> 10. STUDY SESSION(S) <br /> A 2015-16 Capital Improvement Program Study Session (501) <br /> Recommendation: <br /> Review and provide direction and comments to staff regarding the 2015-16 <br /> Capital Improvement Program (CIP) expenditures and priorities <br /> Mr. Chinnakotla, Public Works Director, gave a presentation on the proposed Capital <br /> Improvement Program.
