<br /> Mayor Gasparini advised that the original $25,000 was for test data only, and that <br /> purchasing consideration ofthe system's hardware, estimated at $250,000, was dropped <br /> when Proposition 172 funds were found to be unavailable. <br /> Vice Mayor Hartnett explained that the Council had identified a community need and it <br /> was necessary to take appropriate steps to reduce gunfire and attendant dangers in our <br /> community by using every tool possible. Vice Mayor Hartnett stated that the return on <br /> this investment of $25,000 for a test was an attempt to find a solution to a community <br /> problem. <br /> Mayor La Berge stated that anytime money was spent on research there was a risk of no <br /> return. However, it was necessary to take a chance on this technology test because a large <br /> segment of the community came to the Council to request it, and there was an opportunity <br /> and a possibility for a positive outcome. <br /> In response to further questions from Councilman Sanfilipo, Assistant to the City <br /> Manager Centeno explained that because of liability concerns, the City originally offered <br /> to contract for services only. <br /> Councilman Sanfilipo reiterated his objections to this proposal which he believed would <br /> cost the City the same amount of money but provide fewer benefits than the first Council <br /> approved agreement. <br /> Mayor Gasparini called on those who wished to speak to the Council on this issue. <br /> Maria Diaz C-Vivian, 1466 Maddus Drive, Redwood City, stated she was more <br /> convinced than ever that the City needed to go forward with this test. <br /> Hector Guerrero, 2504 Spring Street, Redwood City, Co-Chairman of the Hoover <br /> Neighborhood Association and member of Latino Focus, urged Council to approve the <br /> test. <br /> Councilman Sanfilipo stated he did not disagree with the project, but advised that the <br /> military was working on this technology right now, and he saw no need for the City to <br /> offer $25,000 for a test that will bring the City less than what the original negotiations had <br /> promised, namely the hardware used for the test. <br /> TITLE READ.
