Mayor Gasparini explained that the Congestion Management Plan puts cities on notice
that there is a regional plan, and cities mllst check their individual projects for impact on
levels of service. Mayor Gasparini recommended that Vice Mayor Hartnett update the
Council on C/CAG's actions after adoption of the CMP.
MEMO 8/29/95
C. Councilman Sanfilipo announced that Dario's Cafe had reduced its prices in celebration
of its 2nd anniversary at 2415 Broadway.
D. Councilwoman La Berge thanked everyone for their prayers, cards and kindnesses as she
recovers from a shoulder injury she suffered in an auto accident in Bosnia where she had
accompanied her husband, Warren Dale and others, bringing supplies and relief to the
victims ofthe war.
-------------------------------------------------------------------------------------------------------------------------
8. STAFF REPORTS
A. Consideration of an agreement with Trilon Technology for a test of an urban gunshot
location system in southeastern Redwood City. (304, 706)
REPORT: Assistant to the City Manager, August 28, 1995
Assistant to the City Manager Centeno presented the staff report, thanked members of
the committee and staff for their work and support, and provided time lines for Phase I and
Phase II
Police Captain Granucci used overheads to show test parameters and the test area
bounded by Woodside Road, 5th Avenue, Rolison Road and Middlefield Road. Captain
Granucci described Phase I and Phase II, with Phase II using real time responses.
Councilman Sanfilipo advised that he believed the Council originally approved the
$25,000 contribution for a test and the acquisition of some hardware and possible other
rights. Councilman Sanfilipo objected to the City spending $25,000 on a test that would
not accrue any other benefits, economic or proprietary, to the City, and would only benefit
the owner ofthe technology.
In response to Councilman Sanfilipo's questions, Captain Granucci explained that last
year the City and Mr. Showen (owner ofthe technology, formerly of SRI, International)
did not come to an agreement which had been authorized by Council in November, 1994.
Captain Granucci stated that the other jurisdictions which had been part of the proposal
had dropped out along the way, and agreed that originally there had been discussions
regarding acquisition of hardware along with the test. After the other jurisdictions dropped
out and Prop 172 funds were found not to be available, and the federal grant the
proponents had counted on was not forthcoming due to the untried technology, only the
$25,000 for the test remained to be considered.
Regular Meeting Minutes MINUTE BOOK NO. 53
August 28, 1995 Page No. 317
Page 9
.__..
