Staff report: <br /> REPORTS Director of Parks, Recreation and Community Services, <br /> August 28, 1995; <br /> Letter to Redwood Shores Properties from City Attorney, <br /> August 1, 1995; <br /> Letter to Redwood Shores Properties from Director of Parks, <br /> Recreation, and Community Services, May 30, 1995. <br /> City Attorney Schricker presented the staff report describing the properties <br /> involved needed to complete the subject Project. City Attorney Schricker advised <br /> that the City required a fee interest in the Egret Lane Parcel, free and clear of all <br /> encumbrances including CC&Rs, and that the reversionary interest must be deleted <br /> to expand the Park purpose designation pertaining to the Sandpiper Park Parcels. <br /> City Attorney Schricker submitted Notice of Public Hearing Letter to Redwood <br /> Shores Properties dated August 1, 1995, and a Letter to Redwood Shores Properties <br /> regarding the property to be acquired by eminent domain free of all encumbrances, <br /> APN 095-291-070 (Egret Lane Parcel), and the properties requiring deletion of the <br /> reversionary interest APN 095-291-060 and APN 095-341-010 (collectively known <br /> as Sandpiper Park Parcels.) <br /> City Attorney Schricker advised that although eminent domain proceedings have <br /> begun, the City will make every effort to negotiate with the owners for acquisition <br /> of these properties. City Attorney Schricker advised that the proposed resolution of <br /> necessity to acquire the property through eminent domain included the following <br /> findings: <br /> 1) The public interest and necessity require the Project; <br /> 2) The Project is planned or located in a manner that will be most compatible with <br /> the greatest public good and the least private injury; <br /> 3) The property interests sought to be acquired are necessary for the Project; and <br /> 4) The offer required by Government Code Section 7267.2 has been made. <br /> 2. Open public hearing; <br /> Mayor Gasparini declared the public hearing open at 8:16 P.M. <br /> 3.
