Chairman Gilman expressed frustration in the long review process and
advised it was related to the advisory nature of the Committee's charge from the
Council. He advised that the Committee believed it would be more effective if its
reviews were mandatory instead of advisory, and based on specific minimum
standards.
In response to Council questions, Chairman Gilman advised the Committee was
reviewing the City's urban design guidelines and would recommend updating and
modifications. Another goal of the Committee was to work with more City boards,
committees and commissions, including the Historic Resources Advisory Committee
and the Civic Cultural Committee. Chairman Gilman acknowledged the importance of
timeliness and being involved in the process very early on.
Dr. Howard discussed the costs of application processes and the Committee's
commitment to shorten the process.
In response to Council questions, City Attorney Schricker advised the status of the
Committee could be changed through adoption of an ordinance.
MEMO 10/17/95
MINUTE BOOK NO. 53
Page No. 382 Study Session Minutes
October 16, 1995
Page 4
