<br /> Councilwoman Howard thanked the Architectural Advisory Committee Members for <br /> their assistance in scaling down the original Red Morton Center plans to address the <br /> neighbors' concerns, yet keeping the interior requirements. <br /> Mayor Gasparini said the issue of the Committee's future status should be discussed <br /> at a future Council meeting after more review and study, and asked the Committee to <br /> work with the Planning Commission on Redwood City's sign ordinance. <br /> MEMO 10/17/95 <br /> ------------------------------------------------------------------------------------------------------------------------- <br /> Mayor Gasparini declared a recess at 9:02 P.M. <br /> Meeting reconvened at 9:14 P.M. <br /> ------------------------------------------------------------------------------------------------------------------------- <br /> 4) Board of Building Review; <br /> REPORT: Board of Building Review FY 95/96 Work Plan <br /> Board Members present: Building Official John La Torra represented the Board <br /> Members. <br /> Building Official LaTorra described the Board's duties: determine the suitability of <br /> materials and construction; serve as an appeals board (which has not happened since <br /> 1974); and review proposed codes and make recommendations to Council on adoption. <br /> Building Official La Torra described the Board's roles in public safety (establishing <br /> standards) and economic development (reasonable codes and fees), two of the <br /> Council's top priorities. <br /> Building Official LaTorra advised that 29 jurisdictions from the southern bay area <br /> met to push forward a uniform code amendments. The State of California passes and <br /> amends the uniform code and then the individual jurisdictions are required to enforce <br /> the state code, but can also make amendments based on local conditions. There were <br /> over 400 local code amendments in the subject 29 jurisdictions and the building <br /> officials of those 29 jurisdictions reduced them to 10, and will eventually reduce them <br /> to zero. <br /> Building Official LaTorra advised that the Board of Building Review will investigate <br /> the fee structure. <br /> At the prodding of City Manager Everett, John LaTorra, President of the <br /> International Conference of Building Officials, Peninsula Chapter, explained that he <br /> spearheaded the process that brought together the 29 jurisdictions and the reduction <br /> from 400 amendments to 10, and advised he will continue the effort to expand <br /> participation beyond the 29 jurisdictions. <br /> Study Session Minutes MINUTE BOOK NO. 53 <br /> October 16, 1995 Page No. 383 <br /> Page 5 <br /> .. ...,.-..-... ...--......
