<br /> 3) Hear public comment; <br /> Joe Steinfeld, appellant, Council candidate, inquired of City Attorney Schricker why <br /> he decided that only Item I. listing in his appeal letter was pertinent and not Item 4., <br /> which stated that there are two separate projects that were improperly combined in one <br /> Hearing. Also, the application did not explain how the cost of each project can be <br /> accurately determined nor how the title and taxes can be divided. Mr. Steinfeld <br /> continued that he had heard there would be some four-bedroom units, and felt that <br /> there would be approximately three-quarters of a car per bedroom, and if there were <br /> more children in the family, then it would be six-tenths or one-half a car per bedroom. <br /> Mr. Steinfeld stated it was an attractive project, but the it should be rejected based on <br /> inadequate parking, just as the proposed Gold's Gym application had been rejected. <br /> Mr. Steinfeld pointed out that Sequoia Station had asked for a reduction of a building <br /> due to the need for more parking, and felt that the Library and surrounding area would <br /> be negatively impacted and that the project will end up needing the south side of Main <br /> Street for parking which will destroy businesses there. <br /> Mr. Steinfeld reviewed the parking section of the staff report's Executive Summary <br /> and the number of auto stalls that would be required, and asked if he would be allowed <br /> to ask questions of staff regarding the number of bedrooms being proposed. He was <br /> informed by the City Attorney that should City Council Members wish to pursue that <br /> matter they could request information from staff. <br /> Mr. Steinfeld then addressed the requirement of 60 on site commercial parking spaces, <br /> and advised there would be a gain of 21 parking stalls by going to diagonal street <br /> parking. He stated that in his building at 830 Main Street there had also been parking <br /> spaces set aside for commercial parking. However, the commercial parking also <br /> occurred in the residential parking slots and the separation was soon discontinued. Mr. <br /> Steinfeld pointed out that the City was giving up the right of way to the developer, and <br /> the project would displace Library parking on the east side of Middlefield Road. In <br /> regard to the assumption that the users of the commercial parking would be local and <br /> could walk to the area, Mr. Steinfeld stated that it was insupportable speculation. Mr. <br /> Steinfeld advised that people would park in available parking at one end and walk. He <br /> reiterated that the Library needed parking, and added that businesses are being <br /> destroyed for parking. Mr. Steinfeld stated that Park Chevrolet was destroyed for <br /> parking and the same thing will happen here. <br /> Mr. Steinfeld urged Council to return the application to the Planning Commission for <br /> a more detailed analysis.
