School District, City of Redwood City, County of San Mateo Human Services, Family
Service Agency, Youth and Family assistance and South County Coalition for the
Prevention of Substance Abuse. The outcomes expected involved increased
immunizations, dental screenings and exams, and a reduction in child abuse, injuries
and vandalism. Also expected: an increase in participation in neighborhood and
school functions, decrease in graffiti and mobility, improved student attendance, test
scores and a decrease in disciplinary interventions.
7) Public Works Director Ingram described the cultural work attitude shift in the Public
Works Department with employees eager to participate in new partnerships with other
departments. Director Ingram described support of the City's Mentoring Program;
outreach to schools regarding water conservation and clean storm drains; and working
with the Engineering Division on traffic solutions. Director Ingram explained the shift
towards professionalism that has taken place with the emphasis on running the
Department as a business, devising award winning recycling programs and reaching
out with alternatives to the biggest water users.
City Manager Everett told the Council how extremely important it was to have the
Council provide a focused agenda the staff could work towards achieving. Council's goals
and objectives were used to guide staffs decisions throughout the year. City Manager
Everett also thanked Finance Director Ponty, City Attorney Schricker and City Clerk
Jorgenson for their support to Council and City staff in keeping the Council's priorities in
the forefront.
Council Members discussed the value of establishing priorities, goals and objectives,
short and long term, to direct and encourage City staff as they had done last January; the
need to reconfirm the Council's values; and the need to "get the word out" about the good,
creative programs the City has developed.
Mayor Gasparini said is was important for the Council to set the priorities and then
measure the results of the Council's actions. She encouraged the Council to fine tune the
priority-setting process by focusing in on specific projects.
Mayor Gasparini stated it was very sad that there were only five members of the
audience left who stayed throughout the entire presentation to hear about all the wonderful
programs the City had accomplished over the last year with more partnerships yet fewer
resources. Mayor Gasparini said it was disheartening to hear so many negative things said
about the Council's actions, but no one reported on the accomplishments.
Vice Mayor Hartnett thanked Mayor Gasparini for her leadership in having the Council
embark on a priority-setting path last January and for setting this presentation of staffs
and Council's progress towards meeting those goals and objectives. Mayor Gasparini said
it took teamwork to make it happen.
MINUTE BOOK NO. 53
Adjourned Regular Meeting Minutes Page No. 423
November 6,1995
Page 13
',00""--"-"",,, ..._---_...~..--"-'"""---_..__.._._--"_.-
