MATTERS OF COUNCIL INTEREST <br /> A. Councilwoman Steinfeld advised that she had access to two tickets to the Phantom of the <br /> Opera at the Curran Theatre, 8:00 p.m., November 24, 1995, available for less than face <br /> value. If anyone was interested, Councilwoman Steinfeld could be contacted through the <br /> City Clerk Department, 780-7220. <br /> ------------------------------------------------------------------------------------------------------------------------- <br /> 8. STAFF REPORTS <br /> A. Agreement with Morgan Associates of San Francisco for professional consultant services <br /> for the new City Hall project. (304) <br /> REPORT: Resident Engineer, November 6, 1995 <br /> City Engineer Luck presented the staff report and reviewed the bidding process for the <br /> new City Hall project. <br /> In response to Council candidate Councilman Sanfilipo's questions, City Engineer Luck <br /> described managing preconstruction services to be provided by Mr. Morgan, and the goal <br /> "of high quality construction of an award winning design matching the concept approved <br /> by the citizens of Redwood City within the budget established by the City Council." <br /> City Manager Everett described the meeting he and the Engineering staff held with top <br /> contractors from a cross-section of the building industry on November 3, 1995, and the <br /> invaluable assistance regarding the bidding and construction processes they provided to <br /> the City. <br /> Mayor Gasparini reminded everyone that the bidding process the City had chosen had <br /> done its job: Before one nail was driven in the new City Hall project, the actual costs were <br /> discovered, not three-quarters of the way through the project, but before the process began, <br /> thereby allowing steps to be taken to avoid cost overruns. People who say the process <br /> failed, did not understand the City's goal to save money, nor did they check their facts <br /> with the Council. <br /> Mayor Gasparini called on Joe Steinfeld who had submitted a Speaker's Card. <br /> Joe Steinfeld, Council candidate, 850 Main Street, expressed his cynicism regarding the <br /> bidding process and the City's ability to determine responsible bidders.
