Nita Spangler, 970 Edgewood Road, Redwood City, said she was representing five <br /> individuals who wanted her to tell the Council to go build this new City Hall. Mrs. <br /> Spangler stated that Redwood City was not a small town anymore, that it's location <br /> was the best on the peninsula, it was the world headquarters for several important <br /> businesses, and the City should not have an industrial or office building for its City <br /> Hall. Mrs. Spangler stated the City needed a "classy" meeting place with a large <br /> public area such as the current design, and she apologized for "short sighted citizens." <br /> 6. Ralph Nobles, 3720 Country Club Drive, Redwood City, San Mateo County Planning <br /> Commissioner, agreed with the speakers who supported going forward with the current <br /> design of the City Hall. He said "don't sell Redwood City short", build for the future <br /> so that people will be proud of what we did. Mr. Nobles stated economic conditions <br /> come and go, and it was important to build for the long run. He asked Council to keep <br /> the expansion area above the Council Chambers. <br /> 7. Don Saye, 2021 Broadway, Redwood City, related an "unclear on the concept" fable <br /> and encouraged the Council to keep the design in tact. Mr. Saye stated the people of <br /> Redwood City wanted a beautiful building they could be proud of. <br /> 8. Ian Bain, 1442 Gordon Street, No. 14, Redwood City, agreed with those speakers who <br /> wanted to build a City Hall the people of Redwood City could be proud of stating <br /> cities are judged on their architecture. Mr. Bain suggested that elimination of some of <br /> the bricks and landscaping as long as it complemented the Library would be <br /> acceptable, but stated the Council Chambers and public area should be kept as a central <br /> meeting place for the people of Redwood City. <br /> 9. Dani Gasparini Devincenzi, former Mayor of Redwood City who worked on the City <br /> Hall project and voted on the current design, addressed the issues of cost and <br /> construction prices and construction formulae. Mrs. Devincenzi discussed the <br /> unwanted ends resulting from cheap construction, such as a 5-year strip mall. She <br /> detailed the specific needs of public buildings, the use of prevailing wages, specific <br /> design costs, other additional costs such as the demolition of the old City Hall, and <br /> relocation expenses. She explained that it is comparing apples to oranges when <br /> comparing home construction versus a public building designed to last 100 years with <br /> up-to-date technology capabilities including all the expenses listed above.
