Redwood City Engineer and Project Manager Sharon Jones described the next <br /> steps including a review of revisions to the contract for Rudolph & Sletten brought to <br /> the Council for approval on December 19, 1995. She added that there might be a <br /> request for a task order change at a later date for the Fisher Friedman contract. The <br /> redesign and preparation of construction documents are expected to follow these time <br /> lines: redesign documents will be ready in January and February, completion of <br /> construction documents will be in February and March and brought to Council for its <br /> approval in late March with construction start-up scheduled for May. <br /> The City Attorney is preparing a decision on whether the City Code needs to be <br /> amended to permit prequalification of subcontractors. <br /> Project Manager Jones described the steps the City will take to shorten the review <br /> and approval process. <br /> In summary, Project Manager Jones stated that the City rejected the bids in <br /> September and analyzed the bid process coming up with three reasons why the bids <br /> came in over budget: the process itself, the construction market and the design <br /> complexity and the cost issues associated with that complexity. Project Manager <br /> Jones reviewed how those issues would be addressed and fixed in the next bidding <br /> system as explained by Milt Morgan and Mario Wijtman. <br /> In response to Council questions, Project Manager Jones explained the time lines <br /> and the necessity of going all the way back to the design phase to reach cost savings. <br /> She agreed that the Council needed to look at alternatives after they are costed out, <br /> and advised that Council would be asked for direction and permission to change any <br /> part of the design. <br /> City Manager Everett explained it would be an iterative process with the Council <br /> making decisions throughout the process. <br /> In response to Councilman Ruskin's concerns regarding the need for a visual <br /> rendering of each change, Mr. Haines agreed that he would provide descriptive visual <br /> materials. <br /> MINUTE BOOK NO. 53 <br /> Page No. 460 Special City Council Study Session Minutes <br /> December 4, 1995 <br /> Page 7 <br />
