<br /> Council Members expressed their appreciation that Fisher Friedman & Associates <br /> Architects understood their responsibiJity to be guardians of the aesthetics, but also <br /> reminded everyone that the Council was the ultimate guardian and would make the <br /> decisions based on that public trust. It was important for the architects to listen to the <br /> concerns of the Council so as to spend their time wisely. <br /> E. Public Comment on bidding process <br /> Mayor Hartnett called on those who wished to address the bidding process. <br /> 1) Joe Steinfeld, 850 Main Street, Redwood City brought up several issues and was <br /> asked to limit his comments to the bidding process. Mr. Steinfeld stated the bidding <br /> process was supposed to protect the public and the proposed system did not - it was <br /> collusionary. <br /> 2) Nick Watry, Redwood City Planning Commissioner, spoke in favor of the <br /> recommendations of the Contractor's Forum and said the bidding included sealed bids <br /> and the public was protected. <br /> 3) Karl Vollmayer, 286 Fulton, Redwood City, retired Redwood City Library Director, <br /> reminded everyone how proud the City is of the beautiful Library building, and stated <br /> he had confidence in staff, the City Manager and the Council to do as well with the <br /> City Hall. Mr. Vollmayer asked the Council not to nickel and dime the project to <br /> death, but to make everyone proud. <br /> 4) John Spotorno, Redwood City Architectural Advisory Committee Member, advised <br /> he had worked with Rudolph and Sletten, and described a fast track method to <br /> identify major costs, generate drawings and prioritize the big ticket items, in order to <br /> get the project moving with some fast decisions. <br /> F. Discussion among City Council Members <br /> In response to City Manager Everett's request for direction regarding the interest <br /> accruing to the Civic Center Construction Fund, Councilman Claire advised he was part <br /> ofthe Council that approved the Utility Users Tax which was solely dedicated to capital <br /> improvement projects and could not be used for General Fund expenses such as employee <br /> salaries, etc. He stated it was the intention of that previous Council to include any interest <br /> from the fund to be used in the same manner as the principal. <br /> The Council again discussed the need for drawings of proposed changes. <br /> City Manager Everett advised that the list of alternatives and their costs along with <br /> pictures would be presented to the Council in January. <br /> Special City Council Study Session Minutes MINUTE BOOK NO. 53 <br /> December 4, 1995 Page No. 461 <br /> Page 8 <br /> .. .-. ..
