<br />5) Gaps in Service <br />Chairman Anthony advised the Council that the Senior Affairs Commission <br />is intensifying its efforts to reach homebound seniors and seniors who do <br />not yet know about the services available to them; and Chairman Anthony <br />described RSVP, the Retired Senior Volunteer Program. <br />6) Summary and Recommendations <br />In summary, Chairman Anthony described how the Senior Affairs Commission <br />is dedicated to helping seniors have fun, take care of themselves and <br />have access to all the services available to them. <br />Chairman Anthony shared the Commission's recommendations with the <br />Council: <br />a. Make concession to provide exemption for seniors of low income on any <br />new taxes or special fees. <br />b. Establish a council/Commission committee to define low income. <br />c. Look into possibility of buying a bus or another van/station wagon and <br />City provide maintenance, insurance and driver. <br />d. Have Council recommend to Board of Supervisors to State legislature to <br />provide exemption for senior volunteers who drive others. <br />e. Maintain Human Services Assistance funding levels for Senior Centers <br />and senior programs. <br />f. Have city look into purchasing some kind of senior low income housing <br />(e.g. Mobile Home Park.) <br />g. Develop outreach for homebound seniors. <br />In response to Council questions Chairman Anthony discussed housing, <br />the City's Housing and Human Concerns Committee, and outreach to <br />homebound seniors, including door-to-door contacts and asking <br />organizations and friends to ask others if they know of seniors they can <br />reach. Chairman Anthony described how mail delivery and Meals on Wheels <br />delivery people keep watch for signs of seniors alone and report it <br />immediately.
