B. Status Report by the Redwood City Police Department regarding Dispatch Consolidation (1004-01) Howard Baker, Police Department Business Manager, presented an update of the ongoing discussions with Belmont, San Carlos and Menlo Park concerning consolidation of police dispatch services. Mr. Baker advised that consolidation would require new automation equipment but would provide a higher level of service at a lower cost. In response to Council questions Mr. Baker advised that East Palo Alto had a contract with the County for dispatch services and the County is not interested in a JPA at this time. City Manager Everett advised that the City is discussing fire dispatch services with the County as they are interested in consolidation in that area. Councilwoman Gasparini advised that she had discussed this issue thoroughly with Chief Guardino and was convinced that consolidation would give Redwood City much needed budget relief while offering an improved service to Redwood City citizens and neighboring cities. City Manager Everett advised that this proposed consolidation would be customer driven with shared responsibilities. Mr. Everett stated that this issue would come back to the Council in the beginning of next year. MEMO 10/5/93 ---------------------------------------------------------------------------------- 5. MATTERS OF COUNCIL INTEREST A. Oral Report from the Council Personnel Committee Vice Mayor Claire presented the draft recommendations from the Personnel Committee regarding appropriate use of Council letterhead. (The draft proposal is on file in the City Clerk Department.) Council discussion ensued regarding: what constitutes official use; individual opinions expressed as a Councilmember; personal recommendations, such as Eagle Scouts, etc.; disallowing use on behalf of private parties or organizations on letterhead; role of the City Attorney in making determinations in the "grey areas." Vice Mayor Claire suggested that the City Attorney and the Council review the draft recommendations and schedule this issue for the Council Meeting of October 25, 1993. Joe Steinfeld, Main Street merchant, asked to speak to the Council regarding the issue of the letters requesting display of the Aids quilt. Acting City Attorney Sorba advised that this issue did not fall under public policy concerns nor municipal affairs.
