<br />B. Status Report by the Redwood City Police Department regarding Dispatch <br />Consolidation (1004-01) <br />Howard Baker, Police Department Business Manager, presented an update of the <br />ongoing discussions with Belmont, San Carlos and Menlo Park concerning <br />consolidation of police dispatch services. Mr. Baker advised that <br />consolidation would require new automation equipment but would provide a <br />higher level of service at a lower cost. In response to Council questions <br />Mr. Baker advised that East Palo Alto had a contract with the County for <br />dispatch services and the County is not interested in a JPA at this time. <br />City Manager Everett advised that the City is discussing fire dispatch <br />services with the County as they are interested in consolidation in that <br />area. <br />Councilwoman Gasparini advised that she had discussed this issue thoroughly <br />with Chief Guardino and was convinced that consolidation would give <br />Redwood City much needed budget relief while offering an improved service to <br />Redwood City citizens and neighboring cities. <br />City Manager Everett advised that this proposed consolidation would be <br />customer driven with shared responsibilities. Mr. Everett stated that this <br />issue would come back to the Council in the beginning of next year. <br /> MEMO 10/5/93 <br />---------------------------------------------------------------------------------- <br />5. MATTERS OF COUNCIL INTEREST <br />A. Oral Report from the Council Personnel Committee <br />Vice Mayor Claire presented the draft recommendations from the Personnel <br />Committee regarding appropriate use of Council letterhead. (The draft <br />proposal is on file in the City Clerk Department.) <br />Council discussion ensued regarding: what constitutes official use; <br />individual opinions expressed as a Councilmember; personal recommendations, <br />such as Eagle Scouts, etc.; disallowing use on behalf of private parties or <br />organizations on letterhead; role of the City Attorney in making <br />determinations in the "grey areas." <br />Vice Mayor Claire suggested that the City Attorney and the Council review <br />the draft recommendations and schedule this issue for the Council Meeting of <br />October 25, 1993. <br /> MEMO 10/5/93 <br />---------------------------------------------------------------------------- <br />B.
