<br />Jim Smith, Manager of Taco Bell, 910 Woodside Road, Redwood City; <br />Richard Jett, Manager of Taco Bell, 910 Woodside Road, Redwood City; <br />Mr. Jett described his success at solving similar problems at the Taco Bell <br />across from Sequoia High School. Councilman Claire advised that Mr. Jett <br />was a former student of his who used reconciliation with the students at <br />Sequoia. <br />Lorraine Morton, Regional Manager of Taco Bell; <br />In response to Council questions regarding Taco Bell's failure to respond to <br />complaints beginning over a year ago, Ms. Morton stated she had been unaware <br />of the magnitude of the problems, and apologized. <br />Mark Noack, Construction Engineer for Taco Bell <br />Ed Bailey, owner of a neighboring business, advised Council that the <br />problems he had with broken windows and graffiti had diminished over the <br />last few months. Mr. Bailey asked the Council to allow Taco Bell the time <br />to establish communications with the neighbors and the young people who <br />frequent the restaurant. <br />Carl Levi, co-owner of the neighboring apartment building, with a business <br />office at 926 Woodside Road, advised Council that the neighbors did not <br />object when Taco Bell applied for a Use Permit in May, 1981. But, starting <br />several years ago problems at the restaurant developed and he now believed <br />their Use Permit should be revoked. Mr. Levi cited unsafe ingress and <br />egress, excessively noisy cars, noise nuisance in the evening and kids taken <br />away in handcuffs as evidence that Taco Bell is incapable of dealing with <br />these children and the problems they create. <br />Councilmembers discussed the intolerable behavior on the video; inherent <br />problems when allowing a restaurant with some of today's youth as clientele <br />in a residential neighborhood; and stated that the neighbors had shown great <br />restraint in trying to convince Taco Bell to eliminate the noise, litter and <br />alleged criminal activity from 910 Woodside Road. <br />Redwood City Police Officer Souza responded to Council questions regarding <br />the number and kind of calls received from Taco Bell this year. Officer <br />Souza advised that the physical layout of the restaurant and driveway made <br />it very easy for people in the parking lot to identify police cars coming to <br />the property and therefore made Taco Bell a good place to hang out for some <br />people. <br />Marlene Vanderpool, Union Avenue, resident north of Taco Bell, described <br />noise, littering, late hours, so many teens hanging out at Taco Bell, gang <br />insignias allover the neighborhood, and the fact that it was no longer safe <br />to go out at night in that area. Ms. Vanderpool asked that the hours of <br />operation be cut back to an 8:00 or 9:00 P.M. closing time. <br />Constance Bibbs, Woodside Road, described Taco Bell's efforts to mitigate <br />noise, lighting and littering problems, and expressed concern that Taco Bell <br />would keep their commitment after the City grants a conditional Use Permit. <br /> Regular Meeting Minutes <br /> November 1, 1993 <br /> Page 5 <br />MINUTE BOOK NO. 52 <br />Page No. 32 <br />
