<br /> might have to cease operations if their request was not granted due to the programmed <br /> decrease in HUD funding for FY 1994/95, an element ofthe five year contract with HUD <br /> that expires in FY 1995/96. In answer to Council questions, Director Sutherland described <br /> alternate funding sources and advised that other cities have used Redevelopment Agency <br /> funds to support Shelter Network. <br /> Councilman Claire spoke about the intent of the Council in 1990 when it asked Shelter <br /> Network to operate Redwood Family House, and urged his colleagues to support full <br /> funding. <br /> Councilman Greenalch stated that he believed he had a responsibility to fund Redwood <br /> Fál11ily House, and he wanted three of his colleagues to join him and vote for additional <br /> funding to meet the $80,000 request. Councilman Greenalch suggested taking funds from <br /> the architectural barriers removal fund and fund them through the CIP, freeing up general <br /> fund money for Shelter Network and La Raza. <br /> City Manager Everett told Council Members that if they wished to grant $30,000 to <br /> Shelter Network and $5,000 to La Raza, he and Finance Director Ponty would find a way <br /> to do it. <br /> Council Members discussed the importance of Redwood Family House to provide <br /> transitional housing for families to keep them safe and off the streets. <br /> MIS: LA BERGE/CLAIRE TO APPROVE THE HOUSING AND HUMAN <br /> CONCERNS COMMITTEE RECOMMENDATIONS FOR THE COMMUNITY <br /> DEVELOPMENT BLOCK GRANT PROGRAM,PUBLIC SERVICE PROJECTS ONLY, <br /> FISCAL YEAR 1994/95 AS SUBMITTED AND SUPPORT SHELTER NETWORK IN <br /> THE AMOUNT OF $80,000, WITH FUNDING TO BE DETERMINED BY STAFF AND <br /> APPROVED BY COUNCIL; AND SUPPORT LA RAZA CENTRO LEGAL WITH A <br /> GRANT OF $5,000. <br /> Council Members and staff discussed the best way to provide the additional funding. <br /> City Attorney Schricker advised that approval of the above motion would result in the <br /> approval of $50,000 of CDBG funds to Shelter Network, and direction to staff to find <br /> $30,000 from other sources for Shelter Network, and $5,000 from other sources for La <br /> Raza Centro Legal (the same amount granted to Legal Aid of San Mateo County.) <br /> Councilman Sanfilipo expressed concerns regarding the fairness of granting additional <br /> funds at this point and the fact that Council was establishing a precedent that would <br /> encourage all other agencies to repeat the process. <br /> Councilman Claire stated he had listened to the Housing and Human concerns Committee <br /> deliberations over the years and had drawn his conclusions from that and the documentation <br /> submitted.
