<br /> Director Patterson addressed the density issue stating the area was zoned to allow 360 <br /> units, but only 244 were being proposed (the 1975 General Plan was updated most <br /> recently in 1989.) The proposed Shannon Way Park (developer to pay half the costs of <br /> construction) will be designed to protect children from street traffic, similar to many <br /> other parks in the City. <br /> Director Patterson advised that all materials would be stored on site, the City has a <br /> noise ordinance that will be enforced and construction impacts would be minimal. <br /> City Attorney Schricker advised the Council that Planned Development Permits <br /> allow the Planning Commission to issue permits at variance with Zoning ordinances; <br /> and, this proposed development does meet height, density and parking requirements. <br /> City Attorney Schricker advised that the Council has the authority to reverse, affirm or <br /> modify action of the Planning Commission; and, the Council could uphold the appeal <br /> on the basis of significant negative impacts on health, welfare or safety. <br /> 2) Mayor Buchan opened the public hearing at 7:57 P.M. <br /> After a short discussion it was decided that the Council would take a brief recess to <br /> allow the appellants and others to caucus and decide how they wished to present their <br /> testimony. <br /> Mayor Buchan declared a recess at 7:59 P.M. <br /> 3) Mayor Buchan called the meeting back to order at 8:05 P.M., and called on the <br /> appellants and others who wished to speak to this issue. <br /> Reyn Johnson, Mendocino Way, Vice President of Manors Homeowners Association, <br /> stated the traffic generated by the proposed complex would amount to thousands of <br /> trips a day along a narrow street causing excessive traffic delays and danger to children <br /> using the park. Mr. Johnson stated the proposed density was twice that of Manors and <br /> Lakeshore and would decrease their property values, and the complex was not in <br /> keeping with the established developments of the area -- it was too busy and too dense. <br /> Mr. Johnson stated that the traffic passing by the proposed park constituted a health <br /> hazard to children. <br /> Council Members and Mr. Johnson discussed traffic at peak hours and the long <br /> established zoning designation in the General Plan. <br /> THE FOLLOWING PEOPLE ADDRESSED THE COUNCIL IN SUPPORT OF THE <br /> APPEAL OF THIS PROPOSED DEVELOPMENT: <br /> MINUTE BOOK NO. 52 <br /> Regular Meeting Minutes Page No. 310 <br /> July 11, 1994 <br /> Page 4 <br /> ^^-...,....'.'.,.-»"'...,.,.^---.,.,---,^,,^..^^^ "---------"^-- <br />
