<br /> Lenore Reynolds, Mendocino Way, stated the appeal should be upheld on health and <br /> safety issues, such as excessive traffic, danger to children in the park, and non-access <br /> to emergency vehicles due to the narrowness of Davit Lane and only one <br /> ingress/egress; <br /> Leila Gray, 831 Lakeshore, addressed the issue of excessive traffic and the dangers of <br /> a gated entrance. <br /> In answer to Council questions, Planning Director Patterson described the wider than <br /> normal lanes on Davit Lane, and described the process of reviewing the plans with the <br /> Fire Marshal for approval. Director Patterson advised that if the median were removed <br /> Davit Lane would become a four lane street. <br /> Elmer Orlick, Intrepid Lane, stated the notice for this public hearing was <br /> inappropriate as each resident of Lakeshore Townhomes had not been notified, only <br /> those within the 300 foot radius; only one ingress/egress was unsafe; emergency <br /> vehicles should exit onto a public street; there was inadequate parking; density was too <br /> high; and the proposed development would cast shadows onto the Regatta <br /> Development where he lived. <br /> In answer to Council questions, Director Patterson advised that notification <br /> conformed to requirements of the Zoning Ordinance; and, the proposed development <br /> was separated from the Regatta development by approximately 150 feet leading one to <br /> believe that it would be unlikely for shadows to fall on Regatta in any significant way. <br /> Richard Allen, Constellation Court, stated this complex was not in keeping with its <br /> neighbors; was twice as dense as others in the immediate area and would create a <br /> blight; the height would block out the sunset; and asked about accidents near other <br /> parks in the City. <br /> Rudy Fisher, Mediterranean Lane, described the concerns raised by some Planning <br /> Commissioners such as density, parking density and emphasis on compact spaces, lack <br /> of landscaping and access for emergency vehicles. <br /> Robert Lorenzini, Constellation Court, stated that his unit was closest to the proposed <br /> development, and the expected noise pollution generated by 500 people in a small area <br /> is a health issue. Mr. Lorenzini stated that the Regattta development had been <br /> marketed as excellence in living and the proposed development was not in keeping <br /> with that description and would not enhance property values or quality of life. <br /> Rene Marxheimer, Lakeshore Drive, stated she agreed with the previous speakers, <br /> and emphasized the expected traffic problems. <br /> MINUTE BOOK NO. 52 <br /> Page No. 311 Regular Meeting Minutes <br /> July 11, 1994 <br /> Page 5 <br />
