She added that meetings would be quarterly. <br /> One Council Member inquired about membership and if we could include people who <br /> live in unincorporated Redwood City. Another Council Member wanted confirmation <br /> that this committee was not only for Farm Hill Boulevard and staff confirmed that this <br /> committee was for the full City. This Council Member wanted confirmation that for <br /> certain grants it is a prerequisite to have such a committee and staff confirmed it. One <br /> Council Member said she is excited about the possibility of this Committee forming as it <br /> will address the issue of community safety. This Council Member inquired if the <br /> Planning Commission or other powntown Development Committee will be used to filter <br /> items before coming to the City Council. Mr. Aknin said that the goal was to have the <br /> committee come to the full Council first with recommendations, and then if need be, the <br /> Council may send it back to other bodies like the Planning Commission. <br /> One Council Member wanted confirmation that the Council was the deciding body on <br /> the effectiveness of the committee. Staff confirmed that was the process. One Council <br /> Member has a challenge with including people who work here because of the <br /> employment tracking component. This Council Member would like to see the Complete <br /> Streets Committee members be residents of Redwood City just like the other Advisory <br /> Committees. He opined that there is a different standard and investment when you are <br /> a resident. He shared concerns with managing and tracking the employment status. <br /> One Council Member is excited to see this Complete Streets Committee come back and <br /> she thanked the members of the Advisory Committee, who are a part of the larger <br /> Silicon Valley Bicycle Group, for their help. Mayor Gee said that having a committee <br /> like this does garner points as he has seen it on C/CAG (City and County Association of <br /> Government) funding. In his view, this should be treated as a BCC (Board, Commission <br /> and Committee) with a residency requirement. Mayor Gee would like the terms to align <br /> with other BCC terms. The Mayor hopes that during this pilot staff and the committee <br /> can determine what will come directly to Council and what will have to be "filtered". He <br /> believes we will all have to learn what will come to Council and what will be get "filtered" <br /> by another body. <br /> One Council Member explained that it was her recollection that the Housing and Human <br /> Resources Advisory Committee had a seat available for unincorporated members. She <br /> was not sure if that has changed but her hope is that there will be a large number of <br /> applicants with diverse views and much passion to tackle this typical problem in <br /> Redwood City.
