Review of the Capital Improvement Budget (taken out of order at this
time.) (401-03)
REPORT: 5 Year Capital Improvement Program
Community Development Director Pawloski presented the CIP report and
described the "Short Range Buildings and Parks Projects: Sandpiper Park
financed through facilities fees; Redwood Shores Community Center
financed through capital outlay; Red Morton Recreation Center financed
through capital outlay; Fair Oaks Library Expansion financed through
capital outlay; and remodeled City Hall financed through capital outlay;
removal of architectural barriers financed through capital outlay and CDBG
funds. Mr. Pawloski described financing of the new police facility,
demolition of old police building and old chamber building.
Council asked staff to remove the hazards and then the barricades around
the old chamber building.
MEMO 6/30/90
Martha Johnson, 708 Mendocino, Redwood City, Member of the Board of
Directors of the Manors Homeowners Association, spoke on behalf of the
neighbors of the yet to be developed Shannon Park. Mrs. Johnson stated
the area at Davit and Shannon was designated a parklplayground, the plans
were finished, yet this project has been delayed every year since 1989.
Mrs. Johnson advised the current proposal to push development to the
1993/94 fiscal year is having a negative impact upon the adults and
children in the area who must drive to a park, and upon those homeowners
who wish to sell their property but are being hampered by an open and
empty lot where a park was promised. Mrs. Johnson reported that the plans
for this park/playground are complete, and it is unfair and inappropriate
to delay this small park again, in order to build a much more expensive
Sandpiper Park.
The following residents also asked that the Council move this project to
Fiscal Year 1992/93 and asked for signs to be posted to keep vehicles from
parking on the lot and to warn people not to leave debris:
David McCarthy, 605 Mendocino Way
Denise Pearson, 503 Mendocino Way
Eric Berg, 102 Mendocino Way
Thetis Pappas, Seahorse Lane
Adjourned Regular Meeting Minutes
June 29, 1992
Page 4 MINUTE BOOK NO. 51
Page No. 121
.._--.....,....~--- . ..__.
