ANALYSIS <br />The agreement includes aerial photogrammetry, topographic survey and utility <br />investigation of the site, traffic engineering, electrical engineering, and civil and <br />structural engineering services. The consultant will provide traffic analysis for the <br />surrounding streets as well as pedestrian and bicycle traffic in the Park, electrical design <br />for lighting in the Park, and civil and structural engineering for the site improvements <br />within the Park and the adjacent street improvements. Structural engineering may be <br />required if any vertical grade changes are proposed within the Park. <br /> <br />There are three major project objectives: <br />1. Improve circulation throughout the Park – specifically, the connectivity between <br />buildings (existing and future), fields, and other amenities including neighborhood <br />entrances to Park, the introduction of a north/south and east/west bike paths, and <br />bike and pedestrian safety on streets that surround the Park. <br />2. Enlarge and renovate the playground and picnic areas – create the City’s largest <br />playground by taking advantage of the existing trees and berms. <br />3. Improve open space for expanded activities and sports field spectator areas – build <br />volleyball courts, bleachers, and seating areas that are comfortable, shaded places <br />to more comfortably watch field activities. <br /> <br />The project will commence with the planning of the Park playground and picnic area and <br />the circulation within and around the Park. Construction will be scheduled into phases <br />and built as funding becomes available. The multiple phase approach will include: <br /> <br />Assessment, <br />Community <br />Solicitation & <br />Planning <br />Determine Project Area, Park Circulation Planning, and Pedestrian <br />Safety of Surrounding Streets <br />Phase One Construction of Valota Entrance, Playground and Picnic Area, <br />Parking lots, Roosevelt Crosswalks <br />Phase Two Construction of Park Circulation Improvements <br />Phase Three Construction of Spectator Viewing Areas <br />Phase Four To be determined (based on community outreach) <br /> <br />If approved, the project is scheduled to begin with the site assessment and community <br />outreach portion of the work in May 2016 and bidding is anticipated in Spring 2017. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the professional services agreement in a not to <br />exceed amount of $345,844.00. <br /> <br />FISCAL IMPACT <br />Funds for the master plan design and the construction of the first phase of the Park <br />have been appropriated from the FY 2015/16 Capital Improvement Program to the Red <br />Morton Park Play Picnic Area Renovation Fund.
