Images will be in focus and done with adequate lighting to provide a clear view of the entire <br /> periphery of the line including any defects while keeping glare to a minimum. The image shall not be <br /> obscured by fogging or misting conditions when the sewer line. <br /> The color camera shall be operative under 100 percent humidity conditions in the sewer.The center of the <br /> camera lens shall be at or above the spring line of the sewer being televised. The camera and ancillary <br /> equipment shall not block the sewage flow at any time.In cases where it will not be possible to remove a <br /> trapped camera by excavation of a sewer line, a tag line shall be attached to each end of the camera to <br /> allow the camera to be pulled out from either end. If the camera gets stuck in the sewer pipeline, the <br /> CONTRACTOR shall be responsible for all costs involved in extracting it, and shall extract the <br /> equipment in a timely manner in order to avoid interruption to sewer flow.The CONTRACTOR shall call <br /> the Community Development Department Engineering and Transportation Division at(650) 780-7380 to <br /> notify of the situation. <br /> Lighting and camera quality shall be suitable to allow a clear in-focus picture for a minimum of six lineal <br /> feet of the entire inside periphery of the sewer pipe. To ensure peak picture quality throughout all <br /> conditions encountered during the survey, a variable intensity control of the camera lights and remote <br /> control adjustments for focus and iris shall be located at the monitoring station. Focal distance shall be <br /> adjustable through a range of from six inches to infinity. Continuously displayed on the monitors as part <br /> of the video presentation and digital database image capture system shall be the date of the survey, <br /> number designation of the upstream and downstream manholes of the section being surveyed, and a <br /> continuous forward and reverse read-out of the camera distance from the manhole of reference. <br /> At the beginning of each manhole the footage counter shall be set at zero to accurately document the <br /> distance within the sewer line. <br /> A primary goal of this inspection program is to accurately determine the quantity and location of the <br /> building laterals or side sewers and the existing pipe conditions that appear unusual or uncommon to a <br /> good sound sewer. The operating technician shall provide a verbal description and have control of the <br /> movement of the television camera at all times. This may be accomplished by means of remote control <br /> winches or by telephone or other suitable means of communication between the winches at either end of <br /> the manhole section being surveyed.The travel speed of the camera shall be uniform and shall not exceed <br /> 30 feet per minute or as would result in video that could be comfortably viewed.Any means of propelling <br /> the camera through the sewer that would exceed this rate of speed or produce non-uniform or jerky <br /> movements will not be acceptable.The operating technician shall at all times be able to move the camera <br /> through the fine in either direction without loss of quality in the video presentation on the monitor. The <br /> picture at all times shall be free of electrical interference and provide a clear, stable image of the <br /> resolutions specified. <br /> If during the inspection operation the television camera cannot pass through the entire sewer section due <br /> to an obstruction other than roots or grease, CONTRACTOR shall set up his equipment so that the <br /> inspection can be performed from the opposite manhole (reverse run). If,again, the camera fails to pass <br /> through the entire pipeline section, the inspection shall be considered complete and no additional <br /> inspection work will be required.The CONTRACTOR will be paid only the amount of lineal footage that <br /> was inspected. <br /> PACP pipe ratings shall be included for each pipe segment inspected.All videos shall be of good quality <br /> MPEG-4 format and shall clearly show the above stated conditions.
