6.1.C. - Page 13 <br /> Continuous digital recordings of the inspection view as it appears on the monitor shall be stored.A digital <br /> recording will be made of the entire inspection. The video will be recorded in MPEG 4 unless prior <br /> arrangements are made between the City and CONTRACTOR. <br /> In case the camera cannot pass from upstream to downstream, a reverse setup will be attempted. In case <br /> of this type of setup,a separate MPEG file will be stored.Inspection data shall be obtained using WinCan <br /> software. This shall include data tables, observations, pictures, and video. CONTRACTOR shall use <br /> standard observation codes consistent with PACP coding. Once all inspections are complete, <br /> CONTRACTOR shall give the City of Redwood City a hard drive that details all of the captured <br /> information, and WinCan reader program that has full rights for viewing all videos, pictures, and <br /> observations. <br /> The CONTRACTOR shall provide digital database TV inspection reports,printed TV inspection reports <br /> and MPEG-4 format color video of all work completed. The Contractor shall use the custom digital <br /> database TV inspection software WinCan Database System, version 8.30.0.2090 The Contractor shall be <br /> proficient in using WinCan software.Additionally, the image capture system will include provisions for <br /> capturing both motion video and audio. In other words, the complete interface system will allow the <br /> operator to record and store short video movies of the sewer defects and include verbal audio when <br /> necessary. The operator(s) shall be Pipeline Assessment Certification Program (PACP) certified. <br /> NASSCO PACP format shall be used to assess the pipeline conditions. The inspections shall document <br /> the following conditions and any other pertinent observations: <br /> a. Cracks-radial and longitudinal,hairline or open; <br /> b. Laterals(identify active or inactive,if possible)-quadrant location,protruding,cracks,roots; <br /> c. Corrosion-iron stains,roughened aggregate,exposed aggregate,exposed rebar,or exposed soil; <br /> d. Offsets/sags- 1-inch,2-inch,4-inch,etc.; <br /> e. Roots-light,moderate,heavy,or matted roots;f.Grease-light,moderate,or heavy: <br /> g. Infiltration-water stains,dripping water,or stream of water: <br /> h. Other-holes in pipe,missing tile; <br /> PACP pipe ratings shall be included for each pipe segment inspected.All videos shall be of good quality <br /> MPEG-4 format and shall clearly show the above stated conditions. The date, identification of sewer <br /> section by upstream and downstream manhole locations,and footage shall be displayed on the video data <br /> view at all times. <br /> MPEG-4 videos,pictures and databases must be submitted on external 1 TB(Terabyte)portable external <br /> hard drive. If a video and/or the capture images in the database do not clearly show the pipe conditions <br /> due to an inadequate amount of light or are of such poor quality that the Engineer is unable to evaluate the <br /> condition of the sewer or locate sewer service connections, the CONTRACTOR shall re televise that <br /> section of the pipe at CONTRACTOR'S expense. <br /> Traffic Control <br /> The CONTRACTOR shall be solely responsible for traffic control.As a minimum,placement of adequate <br /> pre-warning and detour signs to control vehicular and pedestrian traffic shall be required.
