Engineering Reports and Surveys <br /> 24. Soils Report — Prior to submittal of construction documents, the applicant shall obtain <br /> a soils report, prepared by a licensed geotechnical engineer, in conformance with <br /> Engineering Standards, Volumes II & Ill. [SDR][ENGINEERING] <br /> 25. Property Line Survey - The applicant shall provide a survey establishing the property <br /> lines as part of the Building Permit application. [COA][ENGINEERING] <br /> 26. As-Builts — The applicant shall provide "as-built" or "record" drawings prepared by a <br /> Civil Engineer, to be submitted in paper, and/or PDF formats. [COA][ENGINEERING] <br /> 27. Field Survey Data —The applicant shall provide all field survey data to permit retracing <br /> all survey monuments set to establish the street right-of-way, both public and private, in <br /> AutoCad format prior to issuance of the building permit. [COA][ENGINEERING] <br /> 28. Asbestos-Containing Materials — If, during building demolition, any asbestos- <br /> containing materials (ACM) are detected which were not sampled as part of the Phase <br /> 1 report, they shall be either tested or assumed to contain asbestos. A specific ACM <br /> abatement work plan shall be prepared prior to the start of demolition, subject to City <br /> review and approval. [COA][ENGINEERING] <br /> FEMA& Project Elevations <br /> 29. Finished Floor Elevation (FFE) — Based upon FEMA's drafted update to the Flood <br /> Insurance Rate Maps (FIRMs) effective 2016, a portion of the project may be located <br /> within Zone AE, with a base flood elevation of 10 feet, and may be within a Special <br /> Flood Hazard Area. The City requires new construction and substantial improvements <br /> to existing structures to set the lowest FFE at or above (1 foot recommended) the base <br /> flood elevation. Although this will not be required if construction starts prior to adoption <br /> of the FIRM revisions, the owner may still be subject to FEMA flood insurance <br /> requirements based on the elevation certificate filed upon completion of the project. <br /> The City recommends that the applicant design the FFE and any floodproofing to <br /> accommodate the proposed new base flood elevations, and consider implications to <br /> future flood insurance requirements. [COA][ENGINEERING] <br /> 30. Conformance with the City's Engineering Standards — If all or a portion of the site is <br /> within a Special Flood Hazard Area (as shown on the latest FEMA Flood Insurance <br /> Rate Maps in effect at building permit issuance), upon completion of the structure, the <br /> elevation of the lowest floor (including basement when applicable) shall be certified by <br /> a registered professional engineer or land surveyor, and verified by the City's Building <br /> Inspector to be properly elevated. Such certification and verification shall be provided <br /> to the Floodplain Administrator. Where required by Chapter 41 of the City's municipal <br /> code, the Applicant shall also submit certification by a registered professional engineer <br /> or architect that the standards for elevation and flood proofing required by that Chapter <br /> have been satisfied.
