iii. The Proposer shall identify its gateway provider. The Proposer shall be responsible for its gateway <br /> provider's continued acceptance with the City's merchant bank (currently Wells Fargo). <br /> IPS will serve as the gateway provider. IPS is a certified PCI-DSS level I gateway and our certification is <br /> attached in the Appendix. IPS is familiar with the City's processing needs and has demonstrated the ability to <br /> interface with Wells Fargo in other cities. <br /> iv. The Proposer shall describe its processing of credit card transactions, include processing time (e.g., <br /> less than 10 seconds processing time). <br /> IPS complies. The average time to receive authorization for a credit card transaction is less than 10 seconds. <br /> IPS does not require a 3rd party for card processing services and is a certified PCI-DSS level I gateway <br /> provider. IPS can utilize T-mobile or Verizon as our cellular carrier. Redundant Internet connections are <br /> provided by AT&T and Cox Business Solutions. <br /> v. The Proposer shall describe the authorization procedure during down-time and other preventative <br /> processes, including duplicate card transactions. <br /> Portions of this response are considered confidential: During any down time, the City has the ability to <br /> configure IPS meters to either decline the transaction or accept the transaction and retry authorization at the <br /> next available connection. If configured to accept during down-time, the meter will wait for a period of time <br /> to establish a connection for authorization. If it cannot, it will accept the transaction and allow time to be <br /> purchased on the meter. The meter will also make multiple attempts to reconnect and authorize the card. As <br /> a further preventative measure, IPS utilizes blacklists (hotlists) based on previously declined cards or cards <br /> manually added to the blacklist. This list is built over time and automatically downloaded to all meters in the <br /> City. Attempted use with a card on the blacklist will immediately result in a declined transaction without <br /> attempting communication to save battery life. <br /> vi. The Proposer shall describe Hotlist capabilities. <br /> Please see response above. <br /> vii. The Proposer shall describe how its MSMs and system will deal with credit card transactions when <br /> the credit card processor is not available. <br /> • When the modem is not available (e.g., modem is malfunctioning or broken) <br /> • When communication is not available (e.g., antenna is malfunctioning or broken) <br /> Portions of this response are considered confidential: During any down time, the City has the ability to <br /> configure IPS meters to either decline the transaction or accept the transaction and retry authorization at the <br /> next available connection. The Proposer shall describe how the card reader is designed and engineered to guide credit card <br /> insertion without having to align the card in a particular way prior to use. <br /> IPS complies. The IPS card reader is designed such that a card will be inserted in the most natural way <br /> possible and that if done incorrectly will also feel instinctively incorrect to the user. This will take the form <br /> of the card not sliding easily while in the reader. The display will also inform the customer that the card was <br /> not properly read and that the card should be re-inserted. IPS also offers a decal on the card reader to indicate <br /> the correct orientation for card use. <br /> ix.
