The Proposer shall describe how the system shall be easily adaptable to operate on other wireless
networks.
IPS complies. The IPS meter communications board is a modular, replaceable PCBA that hosts all of the
electronics required to establish wireless communications. This board can be configured for any wireless
connection, such as GPRS, CDMA or other network by replacing the board with the associated network
configuration.
e. The Proposer shall describe backup options when communication to the network is lost during the
credit card authorization process (i.e., what happens to ensure that payments are properly recorded,
credited to the MSM and forwarded to the City when communication interruptions occur).
IPS complies. Each transaction that occurs is assigned a unique transaction ID and associated meter ID. If the
network communications are lost during authorization or transmission of the transaction information, the
transaction information is retained on the meter and is not lost during such an event. As soon as meter
communications are re-established, this information is securely processed and transmitted from the meter to
the DMS. The transaction information is not removed from the meter until the DMS validates receipt with
the meter itself This transaction will then be placed in the processing queue for settlement and recorded on
the daily and monthly card settlement reports. By closely monitoring the transmission of records to / from the
meter to / from the MMS, no transactions are compromised, lost or duplicated. The DMS provides complete
meter transaction records and settlement reports to provide full transaction auditing capabilities despite any
potential communication interruptions
As noted previously, all transactions are logged with a proprietary logging algorithm which prevents
duplicate transactions. IPS performed over 60,000,000 credit card transactions of over $ 140,000,000 in total
revenue in 2012, and has not had any duplicates to date.
17. Maintenance
a. MSMs shall be easily maintained and serviced, and shall be designed so that metallic and non-
metallic foreign objects can be cleared from the coin chute or track and/or card reader slot within a
three-minute timeframe, under any weather conditions. No special tools shall be required.
IPS complies. A potential coin jam can be cleared with a basic screw driver, typically within three minutes or
less.
b. MSMs shall return to full functionality within one minute of replacing a coin chute or track and/or
and card reader. The replacement process shall take no longer than three minutes. No special tools
shall be required for replacement of these items.
IPS complies.
REV: 05-05-161S
ATTY/AGR.2016.094/IPS Group
