IPS complies. The MS1 accepts all major credit cards, debit cards, smart cards, pay-by-cell payments and <br /> optional NFC payments. <br /> i. Each MSM shall be equipped with an internal magnetic stripe swipe and contactless reader used for <br /> processing credit card or debit card transactions. <br /> IPS complies. The card reader is a hybrid which allows for the magnetic stripe cards to be good for over <br /> 200,000 card swipes. Users maintain possession of the card throughout the entire transaction. A contactless <br /> card reader is available as an add-on feature. <br /> ii. Credit card transactions shall accommodate as a minimum: <br /> a) VISA <br /> b) Master Card <br /> c) Checking Account Debit Cards with Visa/MasterCard logo <br /> IPS complies. The MS 1 accepts Visa, MasterCard, Discover and American express credit and debit cards. <br /> Ili. Credit Card Approval System: credit card reader with each MSM shall be connected to a server <br /> that is dedicated to credit card approval and payment processing system. Information from each credit <br /> card transaction shall be transmitted to server that shall be in direct communication with authorizing <br /> clearinghouse via Ti or DSL connection, to provide on line real-time approvals for each transaction. <br /> Consultant may propose their system's recommended clearinghouse for City's consideration. <br /> The IPS meters and pay-stations are all connected directly to IPS Group Inc's PCI-DSS Level 1 certified <br /> payment gateway, which can be directed securely to any payment processor of the City's choosing. IPS <br /> generally does most business with First Data, Elavon, TSYS and Paymentech. <br /> iv. Authorization for credit card transactions from swipe/read to authorization shall not be greater <br /> than seven seconds. Consultant shall be responsible for confirming record formats required by City's <br /> financial institution. <br /> IPS complies. Once wirelessly connected, the wait time for receipt delivery from when the "OK" button is <br /> pushed for 95% of transactions should be 12 seconds or less, during which both transmission time, card <br /> authorization and receipt printing occurs. <br /> v. Pay by Cell Phone: Customers, after preregistering with the provider, can pay for parking from <br /> their cell phone by calling a predetermined number and entering their parking space number and <br /> intended length of stay information at the prompt. This payment information is then sent to the CMS <br /> in real time and is used to update MSM on payment status. Once registered, a customer may choose to <br /> use a SMS text message to pay for parking by texting a message indicating their parking space number <br /> and desired length of stay. A SMS text message will automatically be sent to the customers' registered <br /> phone several minutes prior to the expiration of paid time, and an option is given to extend time parked <br /> if not restricted by zone. Smart phone users shall have option to register and make payments through <br /> an iPhone or Android app. <br /> IPS complies. The MS 1 is currently integrated with pay-by-cell providers PayByPhone, Passport Parking, <br /> ParkMobile and ParkNow. This platform establishes a standard for any other 3rd party remote payment <br /> system. <br /> PART 3 - EXECUTION <br /> 3.1 PROJECT COORDINATION <br /> A.
